In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Beyond Blood, is developing an innovative diagnostic machine to count
different blood cells automatically. The project will involve the University of
Calgary and the NRC testing the detection of Quantum Dots using single
photon level cameras and microfluidic systems for the development of
advanced diagnostic systems, particularly for cancer management. If the
Quantum dot single photon level cameras are successful, AQM (a
Canadian Company) and Beyond Blood (a UK company) will look to test
the technology in their specialized cell detection systems. If these
components technologies can be brought together, the resultant platform
will have a profound impact on cancer care, patient wellbeing and health
care systems globally.

Evaluate the Efficacy of a Novel Molecule Metabolite against Cancer

Ocean Ltd. has successfully isolated and synthesized a novel molecule from seaweed harvested in NL waters that inhibits the growth of cancer cells. The proposed study will validate the efficacy of this molecule's open-ring metabolites and investigate the hypothesis that its open-ring ester hydrolysis form contributes to, or is responsible for, bioactivity by employing in vitro bioassays to confirm the metabolites bioactivity.
Oceans Ltd.'s discovery needs to be fully investigated and patent protected in case the biological activity of the parent compound is mediated in whole or in part by the metabolite form. Therefore, more in vitro data is required to ensure the firm's patent is expanded wide enough to cover both eventualities if the data indicates that is necessary.
