About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

P006570001: The objective of the Canada AfDB Climate Fund (CACF) is to enable climate change mitigation and adaptation projects with strong gender-responsive components in African developing countries. The CACF aims to significantly reduce greenhouse gas emission by scaling up renewable energy, supporting energy efficient projects, and developing green infrastructure and sustainable cities (e.g. waste management, urban transport, green infrastructure, digital solutions). The CACF also intends to support climate change adaptation and build climate resilience by helping to deliver climate-smart solutions for local economies, including clean energy (e.g. off-grid solar energy, clean cooking technology), climate-smart agriculture, and nature-based solutions (e.g. sustainable forestry). Gender equality, particularly the empowerment of women and girls, will be an objective across all concessional financing of the CACF, aiming at direct, measurable gender equality outcomes.
P006570002: The Technical Assistance Facility (TAF) will be part of the overall Canada-AfDBDevelopment Bank Climate Fund (CACF), which is aimed at enabling climate change mitigation and adaptation projects with strong gender-responsive components in African developing countries. The TAF will support projects in the CACF pipeline to address the increased technical complexity, coordination requirements and reporting obligations related to climate finance operations, as well as support project preparation activities that accelerate project development towards bankability. The TAF will provide grants to Eligible Projects under consideration or implementation that: (i) seek to address the specific costs and risks related to project preparation; (ii) increase the potential for achieving optimal results on key areas, such as gender and human rights, during project origination, implementation and supervision; and (iii) enhance knowledge management, monitoring, evaluation, and learning from CACF activities, not already covered by the Supervision fee in Section 2.4 Part I of the Arrangement. Proceeds from the TAF may also be used to contract consulting support for origination, program management, and monitoring and evaluation of Eligible Projects, as needed
