Grants and Contributions
About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

P006570001: Canada AfDB Climate Fund
P006570002: Canada AfDB Climate Fund (CACF)
7429445 P006570001 P006570002
P006570001: The objective of the Canada AfDB Climate Fund (CACF) is to enable climate change mitigation and adaptation projects with strong gender-responsive components in African developing countries. The CACF aims to significantly reduce greenhouse gas emission by scaling up renewable energy, supporting energy efficient projects, and developing green infrastructure and sustainable cities (e.g. waste management, urban transport, green infrastructure, digital solutions). The CACF also intends to support climate change adaptation and build climate resilience by helping to deliver climate-smart solutions for local economies, including clean energy (e.g. off-grid solar energy, clean cooking technology), climate-smart agriculture, and nature-based solutions (e.g. sustainable forestry). Gender equality, particularly the empowerment of women and girls, will be an objective across all concessional financing of the CACF, aiming at direct, measurable gender equality outcomes.
P006570002: The Technical Assistance Facility (TAF) will be part of the overall Canada-AfDBDevelopment Bank Climate Fund (CACF), which is aimed at enabling climate change mitigation and adaptation projects with strong gender-responsive components in African developing countries. The TAF will support projects in the CACF pipeline to address the increased technical complexity, coordination requirements and reporting obligations related to climate finance operations, as well as support project preparation activities that accelerate project development towards bankability. The TAF will provide grants to Eligible Projects under consideration or implementation that: (i) seek to address the specific costs and risks related to project preparation; (ii) increase the potential for achieving optimal results on key areas, such as gender and human rights, during project origination, implementation and supervision; and (iii) enhance knowledge management, monitoring, evaluation, and learning from CACF activities, not already covered by the Supervision fee in Section 2.4 Part I of the Arrangement. Proceeds from the TAF may also be used to contract consulting support for origination, program management, and monitoring and evaluation of Eligible Projects, as needed

Support for Inclusive Education in Jordan through the Accelerating Access Initiative Phase ll
7429368 P010077001 & P010077002
P010077001 & P010077002: This project supports the Jordanian Ministry of Education (MoE) to ensure that all girls and boys (including refugee children, children with disabilities, and out-of-school children) have access to quality education in Jordan, regardless of their nationality. This education promotes life skills, improved learning outcomes, and work readiness. This project builds on the first phase of the Accelerating Access Initiative (AAI), which supported the MoE to provide formal education in Jordanian’s public schools to more than 140,000 Syrian refugee children. Under the second phase of the AAI, the MoE expand its outreach to provide formal and non-formal education opportunities to over 200,000 children, including Syrian and refugee children of other nationalities, children with disabilities, out-of-school children and other vulnerable Jordanian children. Project activities include: (1) covering tuition fees and textbooks for all refugee children in Jordan; (2) providing training to teachers and educators on inclusive and gender-sensitive education, child protection and blended learning approaches; (3) meeting the needs of the most vulnerable children, including children with disabilities, by equipping non-formal education centers and schools with furniture and equipment and (4) supporting community-based approaches aimed at increasing enrollment rates and preventing school drop-outs in vulnerable communities.
As with all pooled funded projects, Canada collaborate with other donors and the Government of Jordan to promote effective, transparent, and accountable country systems, increase donor coordination and harmonization and strengthen mutual accountability. This type of assistance fosters greater policy dialogue among donors, government, and partners, strengthening efforts for effective focussed aid, and long-term development results. This project is continuously monitored and evaluated in coordination with other donors.

Advancing Women's Economic Empowerment in Vietnam
7429024 P007336001
This project aims to improve the economic well-being of poor rural women, particularly ethnic minorities in Vietnam by increasing women’s participation in paid economic activities. The project also aims to challenge discriminatory gender norms by addressing the root causes of the unequal distribution of care work placed on women in Vietnam. At the national level, this project aims to influence the provision of public services, infrastructure, childcare and social protection policies. This helps to reduce mobility barriers, reduce and redistribute the unpaid care work disproportionately shouldered by women and girls.
Advancing Women’s Economic Empowerment in Vietnam (AWEEV) targets a total of 4,885 participants (3,050 women and 1,835 men) in 15 communes of Ha Giang and Lai Chau provinces. This project is supporting 1,550 EM women, predominantly tea and ginger farmers, along with 150 women identified for women-led grassroots social enterprises (GSEs). Additionally, the project seeks to support 1,085 EM men to participate in activities such as agricultural training and gender-responsive dialogues. AWEEV indirectly benefits 12,000 household members of EM beneficiaries.
Project activities include: (1) providing technical assistance for gender-responsive and inclusive governance with duty bearers, particularly village chiefs and communal officers; (2) providing technical assistance on organizing production and sustainable, climate-smart agricultural practices to rural and ethnic minorities, particularly women; (3) organizing community events promoting gender equality; and (4) facilitating policy dialogues by studying the benefits of reducing unpaid care work to encourage government authorities to focus on investments in infrastructure.
