In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Widening the Gate: Brokering Education, Access, and
Resources

This 25-month project with The Elizabeth Fry Society of Greater Vancouver will work with project partners to develop and implement a network of additional resources and pathways for women and service providers within Metro Vancouver to advance knowledge and enhance empowerment supports for Indigenous and racialized women and girls, those who are criminalized or exiting the child welfare system or experiencing homelessness, migrants and new immigrants, LGBTQ2S+, and persons with cognitive disabilities or FASD.
This will be achieved by training and technical assistance through linkage with community and civil society stakeholders; client outreach and program entry through the project partner services; client advocacy and intensive case management; and direct services through in-house agency resources and referrals to community organizations.
At the end of the project, the organization will advance knowledge and enhance empowerment supports for at-risk populations and survivors of human trafficking; redevelop the framework of case management by creating a new tool for sequential methods to support and identify victims and survivors; and empower them to regain control of their lives through increased community supports and initiatives that help address the critical factors placing them at ongoing risk.
The project will include an external evaluation that will look at the success and scalability of the promising practices.

This 36-month project aims to work towards institutional change in housing policies and practices at local, provincial, territorial and federal levels, by ensuring that they are informed by a holistic, inclusive and intersectional feminist voice and reflect the housing needs of women and children across Canada, with a focus on those who are affected by barriers to safe, affordable and appropriate housing. The project will present calls to action to government bodies and monitor the progress of subsequent government commitments, ensuring that such commitments are captured in the National housing strategy and that women-centered policies are developed at federal, provincial and territorial levels. The project will work to create a space for women and women-serving organizations from across Canada, to come together to better understand the barriers to safe, affordable and appropriate housing. The project will develop alternatives that will be informed by women’s experiences.
