About this information

In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

In the current project, a new cost functional for the variational formulation is proposed, wherein all the intrinsic properties of the most complete version of the Navier-Stokes equation including the non-linear terms are incorporated. To achieve this, one needs to simultaneously consider the Navier-Stokes system and its dual by means of non-convex optimization theory. Due to the presence of a convex function and its Fenchel dual, this new and symmetric energy functional is constructed and used as follows: first, a general framework, in which solutions of the Navier-Stokes system – which is not of the Euler-Lagrange type – are identified as the minima of an appropriately devised non-negative self-dual energy functional. As the second step, such self-dual features are used to develop a systematic approach for a variational resolution and stability of the solutions of the developed equations.

NRC’s mode-locked InP based quantum dot lasers are capable of data rates up to 20 Tbit/s from a single laser and over a single optical fiber, achieved through a combination of pulse amplitude modulation or quadrature amplitude modulation, and wavelength division multiplexing among >40 coherent optical channels. This technology has potential to dramatically increase the bandwidth and efficiency of optical networks, improving data and communications with remote regions across Canada.This project aims to further extend the technology with a focus on (1) expanding the laser bandwidth, enabling a larger number of channels to be multiplexed, and (2) leveraging the unique properties of quantum dots to enable stable and efficient operation over a range of 0 to 100 C. Efficient operation at high temperature is of particular importance for low-cost equipment that is deployed outside of data centers.

The proposed project will address printable technology to implement metamaterial based RF lenses to enhance the performance of antennas used in broadband satellite communications systems. Composite Right-Hand Left-Hand Transmission Lines (CRHLH) will be used to add re-configurability to the proposed lenses. New printable technologies making use of electrically smart materials based on ferro-electric and ferro-magnetic printable inks are proposed.
The RF lenses will add additional layers of control to the antenna by re-shaping the radiation pattern while adding agility against operational and environmental conditions.
