In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Capacity Building project for the Fondation Émergence

This 28-month project seeks to strengthen the capacity and network of Fondation Émergence to promote LGBTQ2 equality. The project objectives will be achieved through the following activities: complete a comprehensive, major and in-depth review of the governance structure; evaluate the foundation’s structure and funding method; conduct strategic planning; update and produce new policies and directives; and produce and operationalize an action plan formalizing the Canada-wide network.
Phase 2: With additional funding for 2022-2023, Fondation Émergence Inc. will create a tool to monitor the 2022-2025 strategic plan and review its accounting and financial management procedures, as well as its human resources plan and certain internal governance practices. The Fondation will also work to strengthen its team’s skills and improve knowledge of LGBTQ2 issues by identifying legislative discrimination in Quebec as it relates to its mission.
By the end of the project, the organization will have increased its knowledge and capacity to advance equality in gender, sexual orientation, gender identity, and gender expression. In addition, partnerships and collaborations will have been established or strengthened to support the LGBTQ2 movement.

GBT men at the heart of RÉZO for 30 years

This 16-month project will strengthen the capacity of RÉZO to promote LGBTQ2 equality. The project objectives will be achieved through the following activities: ensuring long-term sustainability by diversifying funding sources through the development of a financial autonomy strategy and the creation of an IT infrastructure to support financial management.
By the end of the project, the organization will have increased its knowledge and capacity to advance equality in terms of gender, sexual orientation, and gender identity and expression.

This 16-month project will strengthen the capacity and network of Centre Interligne to advance LGBTQ2 equality. The project objectives will be achieved through the following activities: develop tools to increase governance, management (administrative, financial, human resources) and philanthropic effectiveness; establish partnerships to better reach and serve Canadian Francophone communities outside Quebec; and improve current tools to better reach and serve Quebec’s Anglophone communities.
By the end of the project, the organization will have increased its knowledge and capacity to advance equality in terms of gender, sexual orientation, gender identity, and gender expression. In addition, partnerships and collaborations will have been established or strengthened to support the LGBTQ2 movement.
