In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

At the end of the project, the organization will have increased its knowledge and capacity to advance equality with respect to sex, sexual orientation, gender identity and expression; and partnerships and collaborations will have been established and/or strengthened to support the LGBTQ2 movement.

Fondation Massimadi : strategic development plan

This 17-month project aims to strengthen the capacity of the Fondation Massimadi to promote LGBTQ2 equality. The following activities will achieve the project's objectives: support management capacity, strengthen collaboration among organizations and ensure long-term sustainability.
By the end of the project, the organization will have increased its knowledge and capacity to advance equality with respect to gender, sexual orientation, gender identity and gender expression. In addition, partnerships and collaborations will have been established or strengthened to support the movement.

This 29-month project aims to strengthen TransEstrie's capacity to promote LGBTQ2 equality. Project objectives will be achieved by supporting human resource management capacity; undertaking strategic planning; ensuring long-term sustainability through improved financial health skills; and strengthening inter-agency collaboration, including the establishment of formal networking and resource sharing.
Supplement (phase 2 of the project): A supplement, for phase 2, was granted for three activities, namely the structuring of a network of peer helpers, the updating and translation of the online information resources of the organization as well as the realization of the report of the project.
By the end of the project, the organization will have increased knowledge and capacity to advance equality with respect to gender, sexual orientation, gender identity and gender expression. In addition, partnerships and collaborations will have been established or strengthened to support the LGBTQ2 movement.

Quadrangle Capacity and NL Network Project

This 29-month project will strengthen the capacity of Quadrangle LGBTQ Community Centre to advance LGBTQ2 equality. This will be achieved by strengthening the organization’s governance and human resources management, and by developing a strategic plan, an organizational financial health strategy and a collaborative provincial network.
An extension and supplement have been allocated to the organization to further develop human resource management policies and tools, to provide training on financial management procedures, to further develop their social enterprise, to develop a communications strategy, to research and develop the supporting procedures and documents surrounding best practices and requirements for program delivery, and to collaborate with sector partners around data collection to increase evidence and knowledge of LGBTQ2 challenges and barriers.
At the end of the project, the organization will have increased knowledge and capacity to advance equality with respect to sex, sexual orientation, gender identity and expression, and established and/or strengthened partnerships and collaborations to support the LGBTQ2 movement.
