In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Trans Access to Justice Knowledge Enhancement and Capacity Building

This 29-month project will strengthen the capacity of JusticeTrans to advance LGBTQ2 equality. This will be achieved by building managerial capacity by establishing governance, strategic planning and enhancing technical expertise, improving access to funding opportunities by developing knowledge and expertise in grant writing. The project will increase access to evidence, data, information and knowledge sources to assess community needs and strengthen collaboration among organizations by sharing resources.
At the end of the project, the organization will have increased knowledge and capacity to advance equality with respect to sex, sexual orientation, gender identity and expression.
The first supplement will be used for an audit of the organization for fiscal year 2022 and non-profit insurance for the organization. These administrative expenditures will help the organization grow its capacity for the next fiscal year.
The second supplement (for phase 2) will be used to build organizational capacity, undertake a community-based strategic planning process and to develop a national network of Two Spirit, trans, non-binary and gender nonconforming advocates, legal professionals, law students, and community-based organizations and allies.

This 17-month project aims to build the capacity of ARC - Aînés et retraités de la communauté to promote LGBTQ equality. The following activities will achieve the project's objectives: support organizational governance management capacity, improve technical expertise within the organization, strengthen cooperation among organizations and improve access to funding opportunities by improving knowledge and expertise in writing grant applications.
By the end of the project, the organization will have increased its knowledge and capacity to advance equality with respect to gender, sexual orientation, gender identity and gender expression. In addition, partnerships and collaboration will have been established or strengthened to the support the LGBTQ2 movement.
