In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Mechanisms of aphanomyces euteiches biocontrol in diverse bacterial strains

To accelerate the development of novel biocontrol inoculants against Aphanomyces euteiches (A. euteiches) root rot, the Project expand the suite of bacterial mutagenesis tools that can be used to study the phenomenon’s key underlying mechanisms. New INSeq vectors will be designed and an RBTnSeq protocol will be adapted and optimized. These tools will be applied to understand the basis of efficient A. euteiches antagonism and rhizosphere competitive survival in an array of novel bacterial isolates covering a range of taxonomic affiliations. Mutant pools of each strain will be screened in growth chamber experiments in which pea seedlings are exposed to the biocontrol strain mutants, naturally-occurring microbiomes from Canadian Prairie pea production soils, and/or A. euteiches. These experiments will yield essential bacterial A. euteiches-biocontrol genes, and thus interpret how taxonomically diverse bacteria successfully suppress the pathogen. The latter information will facilitate the selection of strains that show the most promise for field applications.

The Project will develop detectors and receivers suitable for next generation optical satellite communications. During detector development, the size, weight, power, and sensitivity of detectors will be optimized for coherent detection and wavelength division multiplexing (WDM). Examples include multi-channel single-photon avalanche diodes (SPADs), multispectral nanowire infrared (IR) detectors, high sensitivity mid-IR detectors, and Kramers-Kronig coherent receivers.
