In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This project aims to ensure access to high-quality family planning (FP) and comprehensive abortion care (CAC) services for the poorest and most underserved women and girls in 11 of Ghana’s 16 regions. This project focuses on reaching some of the poorest and most underserved women and girls in the country, within the Central, Northern, North East and Savannah regions. This project also contributes to strengthens their decision-making power on issues that affect their health.

Project activities include: (1) supporting local advocacy efforts that call to strengthen policies and guidelines related to sexual and reproductive health and rights (SRHR) services in Ghana, including the adoption of SRHR education in schools and the national rollout of FP services as part of the National Health Insurance Scheme benefit package; (2) strengthening the capacity of the Government of Ghana to provide strong policy leadership and meet the increasing demand for SRHR services via its public health care system; and (3) supporting a national youth-focused campaign on Heath and FP.

This project expects to directly benefit 200,000 women and girls by providing them access to high quality, rights-based and client-centred FP and CAC services.

The project also involves validation of several Canadian-led/partnered satellite-based systems that measure aerosol and cloud properties.

This project has been developed as a collaboration between academia, the Canadian Forest Service and Environment and Climate Change Canada.
