In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Investigations of critical problems in both atmospheric science and astronomy are limited by the most basic problem of optical calibration: the precision of measurements of the brightness of the light sources. Is it possible to greatly improve precision of measurements of the magnitude of stars supernovae, and other astronomical sources, so that we can understand and calibrate measurements of the accelerating expansion of the Universe, measure various properties of Earth's atmosphere better, and furthermore create a new type of miniature stratospheric hub for telecommunication?
To improve the precision of measurements of brightness, this project builds on the Canadian CubeSat Project - ORCASat experience to develop a novel low-cost, hand-launched miniature stratospheric airship platform capability with impact across the diverse fields of astronomy, telecommunications, Earth observation, and the science of Earth's atmosphere. After the achievement of the astrophysical goals, the project team will utilize the unique ability to persistently remain over a region to provide low-cost miniature stratospheric hubs for Canadian and worldwide regional communication, and for Earth and atmospheric observation.

Remote sensing of surface pressure and aerosol information are both relevant to a better climate understanding. In the project context of “Development and Validation of a Miniature Imaging Fabry-Perot Spectrometer (MIFPS) Through Stratospheric Balloon Flight”, the intent is to design, develop, and validate an innovative instrument. A stratospheric balloon is identified as a highly effective platform for validating this instrument. It will then be ready for long-term climate observations from satellites.
The project also aims to foster the continuing development of a critical mass of researchers in Canada by providing a training ground for both the current and next generations of scientists and engineers. Moreover, it provides a unique opportunity for scientists and engineers to work closely together on a space mission, as well as future space missions.

Therefore, it is critical to protect our valuable assets in space and build resiliency in space systems. In recent years, the growing number of space debris, more generally resident space objects (RSO), have become a significant concern worldwide.
The goal of the project is to extend the current nanosatellite star tracker (ST) capabilities for space-based space surveillance and demonstrate a novel approach to RSO identification and tracking. This project has real potential to substantially increase Canada's space surveillance capability.

T-MARS: Terrestrial Mineral Analysis by Remote Sensing

One of the main goals in the field of planetary exploration is to document the geological record and processes that have shaped the surface of the terrestrial planets. Remote sensing measurements acquired by orbital spacecraft are the first component which can provide such information.
The main project objective is to study gossans, a sulphide-rich bedrock geological feature, in the Canadian Arctic as analogues to ancient hydrothermal systems on Mars, one of the key places to look for signs of life. The project aims at combining remote sensing measurements from various platforms and sample analysis to develop new scientific knowledge and provide students with hands-on experience in a space-like mission. The research will also have a broad impact in terrestrial geology as gossans are of high economic and environmental significance.
