In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 29-month project will strengthen the capacity and networks of Alliance for South Asian AIDS Prevention to advance LGBTQ2 equality. This will be achieved by advancing LGBTQ2 equality with an intersectional approach, increasing access to evidence, data, information, and knowledge sources through environmental scans to access community needs, and by strengthening collaboration among organizations (establishing formalized networks, resource sharing).

The supplemental funds will cover the costs of the organization training its staff, board, volunteers and community partners on Diversity, Equity and Inclusion (DEI) to better support clients.

In Phase II of the project, the organization will 1) conduct a Diversity, Equity and Inclusion (DEI) needs assessment for the staff, board, volunteers and community partners of the organization; 2) develop DEI Toolkits and Resources; 3) implement DEI training for staff, board, volunteers and community partners; 4) create a service referral pathway, based on DEI principles, to better communicate and provide holistic service delivery for those with multiple, concurrent needs; 5) review the organization’s existing services and suggest changes, based on DEI metrics; and 6) evaluate the program, ensuring that the services and programs offered meet the organization’s values and principles, as well as DEI standards.

At the end of the project, the organization will have increased knowledge and capacity to advance equality with respect to sex, sexual orientation, gender identity and expression; and established and/or strengthened partnerships and collaborations to support the LGBTQ2 movement.
