In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The project will include research, an external assessment and community consultations to better understand the issues faced by French-speaking immigrant women in the region, and to identify priority actions to address them using a Gender Base Analysis Plus (GBA+) approach. The project will also include the development of a strategic plan, partnerships and training for the SOFIFRAN team in mental health, digital tools and computer software.

To do so, the project will conduct race-based research; develop an e-learning program (ELP) for industry leaders to learn about equity, anti-Black racism, and how to improve processes of promotion, recruitment, and retention of Black women; and promote the ELP at industry conferences and through partner networks. TRSC will also publish a content series that challenges stereotypes and highlights Black women in foodservice, host conferences for knowledge sharing, and connect Black women to industry leaders, recruiters, and mentors to build opportunities for advancement. An external evaluator will measure and assess the impact of this systemic change project.

Through this 30-month project, Saskatchewan Queer Mental Health Collective (SQMHC) will address the needs and barriers to equality for 2SLGBTQI+ communities in urban and rural Saskatchewan by improving capacity for mental health practitioners providing mental health care to 2SLGBTQI+ communities. This will be achieved by discovering and documenting the inclusive mental health services landscape through community mapping and by creating educational materials, toolkits, workshops and networking opportunities/mentorship for mental health providers, and providing access to a Clinical Advisor and Elder-in-Residence to support providers across the province. SQMHC will also develop a case support framework and sustainability plans to ensure future improvements to the educational components and for maintaining professional mentorship support. This project will result in the creation of a comprehensive provider directory, increased awareness and competency among mainstream providers of queer and trans inclusive services, and improved access to inclusive mental health care for underserved queer, trans and Two Spirit communities across Saskatchewan.
