In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

(20STDK16) Today we are at the birth of an emerging spinoff market of Commercial On-Orbit Servicing (OOS). MDA's vision is to penetrate this market by positioning itself to be a global leader in OOS robotics solutions for customers' space servicing vehicles. As part of the development of this system, MDA has identified the arm joint as a key enabler because it will provide performance to enable dexterous robotic servicing at a far lower recurring price.

In this project, to raise joint technology from TRL 4 to TRL 6, MDA will:
• Perform preliminary design of flight joint
• Build & test an Engineering Model in simulated operational environments, including thermal, vacuum, etc.

The successful robotic arm technology will potentially create a new commercial product base for Canada in robotics.

(20STDPK19) The ultra-wideband satellite modem envisioned by this project extends what is possible for providing extremely high throughput data services for next generation extremely high data rate satellite systems.
This project investigates transmitting and receiving an extremely wide satellite signal with a bandwidth up to 2.5 GHz. The design will use the latest in FPGA and processing technology utilizing embedded processors and high-speed ADC/DACs to offer flexible single and multi-channel operation over the supported bandwidth.
Providing flexibility will enable operators to utilize a greater portion of their assigned spectrum from a single unit to offer services and realize revenues, while reducing the amount of equipment required.

This technology development will directly benefit Canadian satellite operators and service providers to offer high-speed internet services anywhere in Canada.

Integrated Assembly for Next Evolution Satellite

The geosynchronous global satellite industry is evolving a new generation of satellites to address needs of new satellite services including local-channel direct broadcast, high capacity K/Ka-band personal communication, and more, with flexibility to adjust coverage, capacity and frequency.

This project will design, build and test a compact Ka-Band RF subassembly, comprising 64 low loss filters, 64 Low Noise Amplifiers and distribution power network to be used in advanced payload for next evolution satellites.

This advanced beam shaping technology will become the backbone of a new product line to meet future needs of our customers.

Of interest to COMDEV are the flexible GEO satellite and constellations, both architectures having their advantages to serve Canadians. The proposed technology directly addresses the need of this service.

OISL Communication subsystem advancement

Description:

Optical Inter Satellite Links (OISL) transceiver is an optical transmitter and receiver, converting the incoming/outgoing optical signals to extract/transmit data to/from other satellites and earth.

To date Radio Frequency has been used as primary transmission media in space, however, moving to optical data transfer benefits in speed, security, higher data rates, lower power consumption and reduction of satellite physical footprint.

The project is to validate achievement of TRL 6 of an OISL transceiver, based on a selected Commercial Off The Shelf transceiver (TRL 4), suitable for application on a LEO-type satellite, in conjunction with the Optical Head Unit to enable data transmission.

This transceiver will be demonstrated in a laboratory environment.

Canada stands to benefit from all the current effort to develop OISL products.
