In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Connecting to Community During Covid-19

John Howard Society of Canada (JHSC) will engage with JHS Ontario to conduct the survey of CRFs which will be used to determine needs and appropriate technological solutions and develop communications tools to promote new system to prisoners. JHSC will use the services of a JHS Kingston case worker who would facilitate communication between prisoners and other JHS affiliates. The caseworker would meet with prisoners and assist them to connect virtually with CRF’s to create the best reintegration strategy possible.

The National Associations Active in Criminal Justice (NAACJ) will collect and analyze information and experiences from NAACJ members on the challenges and promising practices regarding services and programming to clients during COVID19. Circumstances allowing, NAACJ will organize an in-person conference to be held in March to allow NAACJ and its members to share highlights, lessons learned and key findings from the voluntary sector.

Infrastructure, Intersections, and Innovation: Understanding Community-based Residential Facilities Within a Shifting COVID-19 Landscape

St. Leonard’s Society of Canada (SLSC) will investigate promising practices, challenges, and recommendations by conducting surveys of and key informant interviews with Community Residential Facilities (CRFs) within the SLSC network including SLSC-affiliated CRFs and CRF stakeholder group and infection prevention control specialists.
SLSC will host virtual roundtables with community agencies (affiliated and non-affiliated CRF operators) and government partners (CSC, PBC, PS) for knowledge exchange. SLSC will implement (and assess efficacy of) innovative mechanisms for SLSC-affiliated CRF operators to enhance overall service delivery to clients
