In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 29-month project will strengthen the capacity and networks of Fierté Fredericton Pride Inc. This will be achieved by building internal capacity, strengthening collaboration amongst organizations by establishing a provincial network of LGBTQ2 organizations
and amplifying sector capacity at large by hosting events and workshops.
At the end of the project, the organization will have developed their internal governance, built a network within the LGBTQ2 sector across New Brunswick and provided opportunities to LGBTQ2 organizations to build their own capacity.
A supplement for a phase 2 was granted to elaborate a Strategic Plan to improve their capacity to share resources and knowledge, to develop learning modules to enhance the capacity of their network, to collect evidence on the needs of the LGBTQ2 population across the province, as well as to build the advocacy skills of the board members.

Building Capacity to Better Serve Island Communities

This 29-month project will strengthen the capacity and networks of PEERS Alliance to advance LGBTQ2 equality. This will be achieved by developing skills and knowledge of the organization and the sector partners, and by developing a Strategic Plan, a Communication Plan and a Funds Diversification Plan.
An extension and supplement, Phase 2 of the project, have been allocated to the organization to develop and implement human resources policies, procedures, tools, and training, to increase evidence and knowledge of challenges and barriers for the trans community, and to develop an advocacy plan in collaboration with sector partners and stakeholders.
At the end of the project, the organization will have increased knowledge and capacity to advance equality with respect to sex, sexual orientation, gender identity and expression, and strengthen partnerships and collaborations to support the LGBTQ2 movement

This 9-month project aims to strengthen the capacity of Arc-en-Ciel des Jeunes Ethnoculturels Francophone to promote LGBTQ2 equality. The following activities will achieve the project's objectives: registration or incorporation of the organization; support for human resources management and organization governance capacities; long-term sustainability with the implementation of a funding strategy; and the development of knowledge about their target population to advance LGBTQ2 equality.
By the end of the project, the organization will be legally incorporated (incorporated or registered) and will have increased its knowledge and capacity to advance gender equality, sexual orientation, gender identity and expression.
