Grants and Contributions
About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Women’s Economic Advancement for Collective Transformation (WeACT)
7415624 P006760001
This project aims to address the gender-specific barriers for women, including young women, working in agriculture and in the informal economy of the shea and cocoa sectors in the Upper West, Upper East, Northern and Western Regions of Ghana. The project works to increase women’s agency and leadership to become economically empowered through multiple entry points. The project also aims to bring together many stakeholders working collaboratively and relying on their strengths and areas of influence, to shift gender-related attitudes and behaviours across the agricultural sector.
Project activities include: (1) increasing the ability of women and young women to individually and collectively overcome legal and social barriers; (2) improving capacity for household members to recognize, reduce and redistribute unpaid work; (3) increasing access to innovative and viable gender-responsive business models; and (4) enhancing equal access to productive resources for women, including gender-responsive financial products and land ownership and use.
The project aims to directly benefit more than 5,080 women (between the ages of 18 and 60) by providing technical and financial support to empower them economically. 1,200 women will participate in dialogue spaces with traditional and religious leaders. 960 women will receive gender-responsive skills development training, and 576 (50%) of them will receive direct technical and financial assistance for the development of alternative livelihoods opportunities.

Sexual Health and Empowerment - Philippines
7382458 D004532001 P002680001 P002680002
P002680001: The project aims to empower adolescent girls in the Philippines through the provision of comprehensive sexuality education and reproductive health services. In the Philippines, sexual and reproductive health and rights (SRHR) issues are arguably the most significant impediment to women’s empowerment. The country has the highest fertility rate in Southeast Asia, with women in the lowest wealth quintile having an average of 5.2 children, and with over 22% of women bearing children before the age of 19.
Sexual Health and Empowerment (SHE) Philippines is addressing these issues by providing at least 85,000 women and girls, men, and boys with improved access to SRHR services. SHE is expected to indirectly benefit 270,000 people situated in conflict-affected and disadvantaged regions in the Philippines. It provides institutional support to women’s rights organizations working on SRHR and gender based violence in the Philippines.
The project also supports the implementation of the Government of the Philippines’ Responsible Parenthood and Reproductive Health Law.
P002680002: The project aims to improve the sexual and reproductive health and rights (SRHR) of women and girls in remote and conflict-affected regions in the Philippines. The project is supporting the Government of the Philippines in its fight against coronavirus (COVID-19), by addressing the heightened vulnerabilities of women and girls to unwanted pregnancies and gender-based violence (GBV) during the pandemic. The project aims to expand ongoing outreach services through mobile clinics for obstetric, prenatal, and postnatal care, including family planning (FP) services. These outreach services also aim to cover the procurement of dignity kits and FP commodities. The project also works to augment existing response activities, such as the procurement of personal protective equipment, the establishment of a SRHR and GBV emergency hotline, and the distribution of COVID-19 information materials.
Project activities include: (1) increasing the knowledge, skills, and capacities of women, girls, and boys; (2) working with influencers to change negative social norms on SRHR and gender-based violence (GBV); and (3) enhancing the capacity of the health system to provide comprehensive and gender-sensitive health information and services. The project is supporting local women’s rights organizations in improving their organizational capacity, and their ability to conduct learning and research initiatives in support of SRHR and GBV advocacies and policies at the national and local levels.
Through the project, over 86,400 women and girls, as well as men and boys, are expected to benefit from improved quality, availability, and access to SRH information and services, in line with the implementation of the Philippine Responsible Parenthood and Reproductive Health Law.
