In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Strengthening Sexual and Reproductive Health and Rights of Women and Girls in Morocco

The project’s objective is to strengthen sexual and reproductive health and rights of women and girls in Morocco, as well as to combat all forms of discrimination against women and girls, including gender based violence. This project seeks to influence changes in policies, laws, services for women and girls and existing systems, as well as to change discriminatory and unjust social beliefs and practices. The project activities include: (1) developing a national strategy for Comprehensive Sexuality Education (CSE) and creating training modules for middle and secondary school students; (2) conducting a study and organizing awareness and advocacy campaigns for SRHR and gender equality (GE) at the national and regional levels; (3) entering into a partnership with religious authorities and establishing a training plan in SRHR and GE for religious counsellors and Ulemas.

PCTOI Capacity Building Project

This 24-months project will support organizational capacity building activities to advance efforts to identify and address issues affecting Somali-Canadian mothers who have been impacted by gun violence in the North Etobicoke community of Toronto. Funding will allow the organization to establish itself as a women-centric organization and increase its capacity in: outreach operations; establishing policies and procedures related to governance; undertaking community needs assessment and asset mapping processes; developing strategic and sustainability plans; and, implementing a collaboration plan with local stakeholders and service providers.
The additional funding will be directed at enhancing the organisation`s sustainability plan and providing support to the design of its fundraising strategy.

Leading Change 2018 Grey Cup

This 12-month project will raise awareness with men and boys, alongside women and girls, towards action in eliminating gender-based violence. In partnership with women’s organizations, the CFL and Edmonton Junior Football, the organization will create meaningful participatory experiences at the week-long 2018 Grey Cup festival held in Edmonton, Alberta that draw attention to gender based violence, trafficking, sexual exploitation and their association with sporting events. These include a Breakfast with The Guys initiative, in which youth and sport role models are engaged in a discussion around domestic violence and their roles in addressing gendered violence; as well as train the trainer activities aimed at junior football players, allowing them to support the continuation of training to additional junior players throughout the year.

Activities include: (1) increasing access to safe drinking water and hygiene needs; (2) constructing gender-segregated latrines and bathing spaces; (3) enhancing protection services and psycho-social support for vulnerable children; and (4) raising awareness on menstrual hygiene and gender-based violence, and providing dignity kits to support vulnerable adolescent girls and women.
The expected outcomes for this project include: (1) increased equitable access to safe gender-responsive water and sanitation services and facilities for disaster-impacted populations; (2) improved knowledge and capacity in hygiene among disaster-impacted populations; and (3) protection services strengthened to prevent and respond to child protection concerns in a safe, accessible and gender-responsive manner.
