In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

A dynamic revetment, also known as a "cobble berm", uses gravel or cobblesized rocks to mimic a natural cobble beach for the purpose of reducing wave energy and stopping or slowing coastal erosion. Unlike seawalls, dynamic revetment is designed to allow wave action to rearrange the stones into an equilibrium profile, disrupting wave action and dissipating wave energy as the cobbles move. This research project will employ a combination of field surveys, laboratory experiments, and numerical modelling to develop an improved understanding of the physical processes governing the behaviour and performance of such shore protection systems. Methods to predict the behaviour and performance of cobble berms that can be used as design tools will be developed and validated. The research findings will be summarized in a peer-reviewed research paper and a guidance document for practitioners.

Solar Fuels for Carbon Neutral Transportation

Description:

Photocatalytic and electrocatalytic CO2 reduction technologies have been developed and exhibit a great potential to transform CO2 into liquid fuels such as methanol (a single carbon compound). As a result, carbon neutral transportation is possible by extracting CO2 from the atmosphere and transforming it into a fuel. To commercialize these technologies will require overcoming technological barriers that include low selectivity and low productivity of multi-carbon compounds.

The proposed project will attempt to overcome these barriers by developing new semiconductor/electrocatalyst heterostructures and plasmonic electrocatalysts. These electrocatalysts are expected to improve both selectivity and the production rate of C2 (e.g. acetate) and C2+ products. Improved selectivity and production rates using the new electrocatalysts will also be achieved at low current density and overpotential. The resulting technology will be demonstrated over multiple operating days using a continuous flow cell. Combustion and emission properties of the derived methanol and C2+ liquid solar fuels will be investigated and characterized in laboratory flames at the NRC at conditions found in practical engines.
