In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The project seeks to improve comprehensive sexual and reproductive health (SRH), including safe and legal abortions and post-abortion care for young women, especially adolescent girls, and help ensure the fulfillment of sexual and reproductive rights in targeted districts of Bolivia, Ecuador, Guyana and Peru. Sexual and reproductive health and rights (SRHR) education and training are central to this project which aims to provide young people, especially adolescent girls, with the information and tools required to protect themselves against sexual violence and unplanned pregnancies.
Project activities include: (1) training for community facilitators, trainers and peer educators on raising awareness about SRHR among youth, and on providing comprehensive sexuality education (CSE); (2) strengthening youth and women’s groups and local civil society organizations (CSOs) in order to promote SRHR; (3) providing affordable, comprehensive and youth-friendly SRH services through innovative cost-efficient and sustainable models; and (4) engaging community leaders, norm setters and men to address barriers that inhibit access to SRHR services.
The project is expected to directly benefit 217,000 young women and young men between the ages of 10 and 24 (of which 63% are women), including highly vulnerable populations such as youth who are indigenous, migrants, Afro-descendant, and/or LGBT, as well as those from impoverished communities. The project also aims to build the capacity of over 2,200 educators, volunteers, health workers, leaders and activists. The project is expected to indirectly benefit a population of over 8 million in 14 targeted regions in Bolivia, Ecuador, Guyana and Peru. The public engagement component is expected to reach approximately 20,000 Canadians and over 40 Canadian-based organizations.

Women’s Innovation for Sustainable Enterprises (WISE)

This project aims to address the multi-faceted barriers that Ghanaian women entrepreneurs face at almost every stage of their business operations. This project is part of the Innovation for Women’s Economic Empowerment in Ghana Call for Preliminary Proposals. This project will establish women-friendly business hubs (HerHubs) in five rural and peri-urban districts in the Brong-Ahafo and Northern Regions to address these barriers, including three Rural Solar HerHubs in remote communities. The HerHubs serve as a “one-stop-shop” for women to access gender-responsive services to start and grow small enterprises, especially in the soybean and green sectors. This project facilitates the feminization of these products and services to meet women entrepreneurs’ specific needs, including linkages between service providers and stakeholders where some services already exist.
This project directly benefits more than 12,600 women between the ages of 19 and 55 by introducing them to HerHub products and services.

P008798001: The World Food Programme (WFP) is the United Nations’ frontline agency in the fight against hunger. It responds to emergencies, saves lives by quickly getting food to the hungry, and works to help prevent hunger in the future.
In humanitarian emergencies, WFP focuses on providing targeted food assistance to reduce acute malnutrition and food insecurity, and to protect livelihoods. As the global lead agency for logistics and emergency telecommunications, WFP also plays a major role in providing common services for the humanitarian community. It transports passengers undertaking humanitarian work, carries light cargo for humanitarian agencies, and carries out emergency medical and security evacuations.
With the support of GAC and other donors, WFP is providing emergency food assistance to more than 90 million people facing famine, malnutrition and severe food insecurity.Project activities include: (1) distributing food; (2) supplementary feeding for children under five years of age as well as pregnant and lactating women; (3) emergency school feeding programs; (4) vouchers and cash transfers for food; and (5) food for work.
