In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Breaking the Cycle Family Program
The Family Program provides children of Veterans with an operational stress injury (OSI) with the tools to understand their parent’s injury. They can then safely engage with their parent on a bad day and understand their parent’s behaviour is not their fault. This breaks the cycle that trauma can create, providing a healthier future for those children.

Following a pilot, feedback will be collected, and an implementation plan will be created.

Project Enlist Canada and Operation Brain Health
This initiative encourages CAF members and Veterans to participate in clinical research and to pledge to donate their brains upon their death. Operation Brain Health encourages Veterans to exercise, improve their diet, sleep properly, and build their cognitive reserve to support ongoing symptoms from brain injury.

Canadian Military, Veteran and Family Connected Campus Consortium: phase 2
The Canadian Military, Veteran and Family Connected Campus Consortium equips post-secondary institutions to facilitate academic success of military, Veteran students and their families. It allows them to leverage postsecondary education as tool for CAF/VAC recruitment, reconstitution, retention and transition efforts. This 3-year project will advance the Consortium’s knowledge mobilization strategy, operational plan and community engagement.

Queer Resistance: Empowering 2SLGBTQI+ Individuals and The Broader Community to Overcome Hate

Through this 30-month project, Rainbow Resource Centre, Inc. will address the needs and barriers to equality for 2SLGBTQI+ communities. This will be achieved by identifying systemic change opportunities and raising awareness about hate and discrimination and the forms it takes in the media, online and in the community. In an effort to advance and protect queer rights, the organization will look to increase the representation of 2SLGBTQI+ people in all sectors by facilitating focus groups to identify top issues for employers experiencing gender transitions in the workplace, by creating online eLearning modules, developing a toolkit, offering training opportunities for employers and the health care sector, and by implementing a strategic marketing campaign to promote the tools that shape a more collective response to addressing improved equality for all community members.
