In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Project activities include: (1) scaling-up the supply (provision of and access to services) and demand (request for and use of services) for a full range of SRHR and nutrition services and information for adolescent girls; (2) establishing a platform for adolescent girls to share views on, and gain knowledge of, their SRHR, nutrition and empowerment issues, and leverage this platform for SRHR advocacy; (3) building evidence for enhanced government programming, policy, advocacy and accountability in adolescent girls' SRHR and nutrition issues and gaps, and propose innovative solutions; (4) training approximately 1,162 healthcare workers in 581 health facilities, and 3,350 community health workers; (5) raising the awareness of over 227,500 adolescent girls and 200,000 adolescent boys on their SRHR and on nutrition issues through community and school interventions and activities, as well as providing leadership training; (6) reaching approximately 850,000 adolescent girls and boys through youth-targeted radio programs and media interventions; and (7) raising the awareness of approximately 200,000 adolescent boys and 30,000 parents on harmful norms, gender roles and social attitudes that are barriers to the well-being and empowerment of adolescent girls.

Education in Emergencies for Girls and Women: Advocacy and Evidence

Project activities include: (1) convening a reference group that includes donors, civil society, academics, experts in gender and education in emergencies, and women from underrepresented contexts, to promote and drive progress on improving research, evidence, and sex-disaggregated data and accountability on girls’ and women’s education in fragile, crisis, and conflict settings; (2) developing and disseminating information on key issues related to women’s and girl’s education in fragile, crisis and conflict settings and the Charlevoix Declaration on Quality Education; (3) supporting the development of a platform on the Inter-Agency Network for Education in Emergencies (INEE) website to promote access to high quality, vetted, gender-responsive resources that highlight good practices; (4) updating INEE’s gender thematic web pages, including information on Charlevoix Declaration commitments, and helping to make INEE’s social media presence more gender-responsive; (5) providing support to INEE’s Journal on Education in Emergencies (JEiE) to develop a special edition on gender-responsive programming in emergencies, including reporting on the Charlevoix Declaration education commitments; and (6) translating these resources into INEE’s core languages (English, French, Spanish, Portuguese, and Arabic) where appropriate.

Project activities include: (1) improving the pedagogical skills of approximately 180 teachers in 15 schools (8 host and 7 refugee) to ensure that lessons are planned and delivered in a quality, gender-responsive and inclusive manner, and in a safe classroom environment; (2) providing remedial lessons that provide additional study time to approximately 2,800 adolescent girls and young women at risk of dropping out due to poor performance; (3) engaging parents, community (particularly men and boys), and religious leaders to foster safe and supportive environments for girls’ education and to mitigate the risk of sexual and gender-based violence (SGBV); (4) delivering multi-media campaign on gender equitable participation in skills training and trades; and (5) supporting young women through mentorship programs that support life-skills.
