In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

OVERSEE – Optical Vision Enhancement and Refinement of Sensor Exploitation Effectiveness

The purpose of OVERSEE is to address the unique challenges of SAR in remote areas (such as indigenous communities in the Arctic and their immediate surrounding area) with UAS platforms. In order to do so, we must create SOP’s to facilitate UAS BVLOS usage for SAR, including SOP’s for Computer Vision (CV) techniques for SAR operations. To create the SOP’s, OVERSEE needs remote/isolated community SAR statistics from organizations who respond to SAR events. We seek the “where”, “when” and “what” details (i.e. lost hunter, capsized boat, spotted from CAF aircraft at 2000ft after 3 hours). This is added to a simulation engine along with new COTS UAS models for processing, outputting the most successful UAS SAR methods.

The nucleus of SARSmart is an experiential survival/self-rescue video course, based on a Bootcamp incorporating elements of cold-water survival, ice safety, self-rescue, hypothermia awareness & care of a hypothermic subject. For relevancy, volunteer representatives from northern regions will participate & learn what it takes to be SARSmart. It will be recorded, incorporating the education & interviews of participants sharing their experiences, new knowledge & relatability to their lives. Once completed, community outreach will occur on many platforms.

WeatherToBoat (WTB) is a 3-year initiative to create, launch and promote a free, powerful boating App that offers everything a Canadian boater will want to better enjoy their boating. First, attracting boater/users with marine weather forecasts and other ‘must have’ boating information, WTB’s main goal will be to use the platform to deliver comprehensive safety messaging to better inform and educate boaters in an effort to reduce their chances of being subject of a Search and Rescue call out.
