In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The Danaides Project: Towards a Fairer, More Equitable Society for Migrant Women

Through this 30-month project, the Montreal City Mission will help advance women’s economic security and prosperity through systemic change. More specifically, the project will address systemic barriers in access to justice facing women and 2SLGBTQI+ people who are undocumented or have a precarious status, as well as the impacts of the requirement for requesting renewal of a temporary resident permit (TRP) on those who experience domestic violence. The project will help improve access to legal services for migrant women and 2SLGBTQI+ people, deploy an advocacy campaign on the impact of the TRP, initiate a dialogue with stakeholders, and inform and educate the public about the barriers facing migrant women and 2SLGBTQI+ people. An external evaluation will measure and assess the impact of this systemic change project.

The project will 1) undertake research on barriers to housing for women and gender-diverse people in the GTA, 2) create a network of experts to guide the Social Justice Advisory Committee and Toronto Women in Action participants in the development of an action plan; 2) advocate at systems planning tables at the municipal, provincial and federal level to address barriers to housing for women and gender-diverse people in the GTA.; 3) work with the construction industry and builders to advocate for construction projects aimed at affordable rental units for women and gender-diverse people in the GTA.

Addressing Systemic Economic Inequality in the Care Economy

Through this 30-month systemic change project, Women’s Legal Education and Action Fund (LEAF) will help advance women’s economic security and prosperity. Specifically, the project will address systemic barriers within the care economy in order to properly value care work, beginning with the creation of an advisory committee and engagement of key stakeholders. LEAF will conduct a literature review and an environmental scan, culminating in a report, and will develop public legal education materials addressing key issues that have been identified. The organization will develop and conduct workshops that respond to and challenge the barriers to valuing care work, that provide care workers with legal information in relation to their workplace rights or rights as caregivers, and that touch on avenues for law reform. The developed public legal education materials and workshop will also be distributed and delivered to LEAF’s network of branches, and professional facilitators will train LEAF’s branches as well as community organizations to deliver them to others. In collaboration with stakeholders and the project advisory committee, LEAF will develop law reform advocacy proposals related to the barriers within the care economy identified in the earlier stages of this project. These will be compiled in a formal report and distributed to the organization’s broader network and branches, as the Advocacy Manager is trained in how to build an effective advocacy campaign and begins mobilization. LEAF, in coalition with stakeholders and a network of care economy organizations, will engage in advocacy based on the proposals compiled into the formal report and will set advocacy goals. LEAF will develop an informal coalition to continue advocacy beyond project conclusion. An external evaluator will measure and assess the impact of the systemic change project.

Leadership and community action: Creating leadership pathways for young girls within Durham Region's priority neighbourhoods

Specifically, the project will address systemic barriers experienced by young girls primarily within the three high priority neighbourhoods across the Durham Region (Whitby, Oshawa, Ajax) where there is a need to provide girls opportunities, experiences, and role models to navigate gender, economic, and social barriers. Girls Incorporated of Durham will do this by forming the project team; conducting background research and community consultations and incorporating findings; approving and implementing the project plan (including facilitating policy changes); delivering leadership and community action programs (internship); evaluating the pilot and celebrating the participant’s experiences.
