In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Project activities include: (1) providing health education and distribution of dignity kits, which contains items required to help maintain feminine hygiene, dignity and respect in daily lives, to up to 3,500 women and girls of reproductive age; (2) establishing safe spaces for survivors of gender-based violence (GBV) and those at risk, benefitting up to 5,000 people; and (3) training and mentoring in income generating activities to up to 900 survivors of sexual and GBV and individuals at risk.

Improving Girls' Access to Secondary Education in Haiti

This capacity building programme is based on an education model that focuses on gender equality. It aims to improve governance, access and quality of education, including learning conditions.
Project activities include: 1) strengthening the governance of the MENFP, through a gender-disaggregated data management system and evidence-based quality control, ensuring that schools provide inclusive education in appropriate facilities; 2) training school staff to deliver quality inclusive education and prevent gender-based violence; 3) engaging school communities in the management of school improvement plans and engaging girls' and boys' school clubs to promote girls' rights and combat stigma.

Securing Niagra Women

This 36-month project aims to reduce barriers to employment for Francophone immigrant women with young children. To do so, the project will develop a practical and comprehensive childcare model, addressing issues around supervised and secure services for children before and after school hours, as well as gaps in transportation services in Ontario’s semi-rural south-east region, to improve their economic security.
Due to school closures and changes in health and safety standards related to the COVID-19 health crisis, the organization will have to adjust its response to child care and transportation issues in its region. Additional funding is provided for this purpose.
