In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This project supports 694 volunteer placements, and aims to improve the economic and/or social well-being of the poorest, most marginalized and vulnerable people, especially women and girls, with a view to contributing to the Sustainable Development Goals in the target countries. The project focuses on gender equality, empowering women, and creating a safe environment for a life free of violence for women and girls. In addition to increasing the participation of Canadians in international development and key global issues in support of gender equality, the empowerment of women and girls, and inclusive governance, this project aims to strengthen the performance of 72 women's rights organizations and civil society organizations working for gender equality and the rights of marginalized groups so that they can better contribute to the evolution of norms and policies that discriminate against women and girls. The project also aims to empower women, young women and girls by encouraging them to participate in decision-making processes and the exercise of their rights.
Project activities include: (1) recruiting and training volunteers in gender equality, ethics, participatory approaches, innovation, inclusion, and resilience approaches to support partners; (2) implementing global funds to support partner initiatives advancing gender equality; (3) implementing peer learning initiatives addressing women's leadership and approaches to inclusion, innovation, and resilience; (4) creating spaces for dialogue by young leaders to share their thoughts and influence decision-makers on gender equality and youth engagement; and (5) organizing public events on global and gender inequalities to reach and engage diverse Canadian audiences.
