In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Markets for Change: Empowerment of Women in the Pacific Islands

The project aims to promote gender equality and the social and economic empowerment of women vendors across Pacific Island markets. It is designed to ensure that selected marketplaces in rural and urban areas in Fiji, Solomon Islands and Vanuatu are safe, inclusive and non-discriminatory environments, promoting gender equality and women’s empowerment. Project activities include: (1) working with market vendors to support inclusive market vendors associations ; (2) delivering training on basic financial literacy and business skills tailored to the specific needs of the identified women market vendors; (3) providing training to local government and market management to improve market management structures and processes; (4) assessing the needs of women and children in regard to childcare and nursing facilities, health and safety; and (5) improving infrastructure through the renovation and development of market facilities such as washrooms and dormitories.

Improving the Health and Well-Being of Women and Adolescents in Southern Senegal

Reducing Impunity for Crimes of Sexual and Gender-Based Violence in Honduras

This project aims to strengthen the justice system’s response to high rates of gender-based crimes in Honduras, including femicides and crimes against LGBTQ2 persons, in eight departments in the country with the highest reported incidence of these offences. The goal is to improve investigations and enhance the prosecution of gender-based crimes through better preparation and argumentation of legal cases and support to and protection of victims.
Project activities include: (1) providing training and technical assistance to investigators, prosecutors and judges on investigation and case management techniques; (2) developing a quality control system for investigations of sexual and gender-based violence; (3) developing a system to monitor the progress and outcomes of all offences reported to the Attorney General’s Office; (4) supporting existing pilot initiatives like the use of video conferencing for testimony to protect the identity of victims and prevent re-victimization, and the use of DNA to enhance the effectiveness of evidence; (5) strengthening government and civil society support structures for victims of gender-based violence.

Advancing Quality Education and School-Related Sexual and Reproductive Health and Rights - UNICEF

This project supports UNICEF in strengthening the Ministry of Education and Human Development’s capacity to implement its gender equality strategy to address gender barriers and sexual and reproductive health and rights in education. Project activities include: (1) training of up to 100 education officers, planners and staff responsible for promoting gender equality in order to address gender barriers in education; (2) developing guidelines on menstrual hygiene management and providing gender-appropriate sanitation facilities in up to 28 targeted schools; and (3) mobilizing up to 500 communities in Tete and Zambezia, two of the poorest provinces with a significant number of school-aged children, to reduce gender-based violence, foster safe learning environments and combat child, early and forced marriages.
