In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

WAVAWs Counselling and Support for Indigenous Women, Girls and Two-Spirited Survivors and Their Families

WAVAW's "Counselling and Support for Indigenous Women, Girls and Two-Spirit Survivors and their Families Program" addresses the need to provide accessible and culturally-relevant support services to Indigenous survivors of violence and their families. The project will include Elder-supported one-to-one and group counselling sessions held at WAVAW, at community partners locations across Vancouver and via telephone. The Counselling services combat isolation and support Indigenous survivors to feel safe and included through culturally-relevant and holistic healing practices.

Development of Cowichan Valley Child Advocacy Centre

These reports will be critical in the development of a strategic and self-sufficiency plan for the Cowichan Valley Child Advocacy Centre.

VACPC will provide training in cultural land-based tools designed to aid survivors of direct and complex inter-generational trauma, including the families of Missing and Murdered Indigenous Women and Girls. They will learn to recognize and respond in innovative ways to reduce negative effects and gain tools to help them heal themselves and their families and respond more effectively to the situations that trigger them. Resources and materials will be provided to support the training and cultural activities. Due to the traumatic and intensive nature of the subject matter and of the healing work, wellness plans and activities will be built into the project staffing plan to ensure that staff supports are included. Activities will include teaching and practice sessions with families in a traditional circle learning about trauma and its effects, how to recognize the signs and how to respond more effectively using new techniques. The training sessions will directly benefit 80-120 people each

Improving trace and locate capacity across Canada

The Government of Saskatchewan will lead a collaborative initiative between 13 Provincial/Territorial Maintenance Enforcement Program (MEP) Directors to review and identify best practices for tracing and locating to ensure recipients (and children) receive support payments in an efficient and timely manner. The project will develop a Best Practices Guide and hold a Symposium to enhance knowledge and facilitate exchange of best practices across Canada.
