In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 35-month project, the New Brunswick Pay Equity Coalition will address systemic barriers faced by women in female-dominated private sector jobs, such as community care and child care, to accelerate systemic change and strengthen women’s economic security and prosperity in New Brunswick. To achieve this, the organization will conduct an analysis of systemic barriers and solutions, support the engagement of partners and workers in promoting policies and practices for decent jobs, and participate in public dialogue to educate decision makers and influence change.

The project will bring together workers, academics, associations, organizations and unions to identify systemic barriers in the private sector and propose policies to address them, such as pay equity, pay transparency, and public investment. The Coalition will also seek support from organizations representing marginalized subgroups, such as gender minorities and racialized women, to ensure greater understanding of intersectionality and better integration of gender-based analysis plus into project activities and actions.

The additional time and funds will be used to establish a committee of experts to advise on the elements needed for good legislation, adapt a business case to inform private entrepreneurs, and produce tools in both official languages to promote pay equity and pay transparency legislation.

Description:

In the coming years, the initial infrastructure for a future permanent and sustainable lunar base will be deployed. The future lunar economy will prioritize technologies for autonomous, in-situ resource transformation, including part manufacturing by depositing and transforming layers of powder. A future lunar client has already been found and formally supports this project.

To meet these needs and fulfil a NASA requirement, this project will develop a comprehensive system for transforming powders into objects and processed products, as well as tests to demonstrate the fabrication of relevant components for the space industry, such as thermal protection tiles.

In parallel with the project, immediate applications in the Canadian economy will be developed, particularly the treatment of waste from industrial processes (such as aluminum production and 3D laser printing).
