In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Metal and Engineered Plastics Additive Manufacturing Demonstration Program

Based on the success of this program, companies continue to show a strong interest in metal additive manufacturing which can be used to make low volume components, tools and molds for cutting/trimming/cooling new materials used throughout the manufacturing sector.
Since December 2014, five offerings of the Metal Additive Manufacturing Demonstration program have been delivered, resulting in well over 300 companies being referred and engaged to take part in the program. The last phase of the program to be completed in March 2020 will have engaged over 70 companies with 41 projects completed. In addition, companies that did not complete a project stated they received valuable feedback with a clearer understanding of how they can benefit with additive manufacturing. Building upon their recently acquired knowledge, participating companies seek to reengage with a new phase of the Metal Additive Manufacturing Demonstration program funded by NRC-IRAP.
Delivery of this project will continue to focus on advanced manufacturing technologies such as powder bed, known as Direct Metal Laser Sintering (DMLS), Laser Direct Energy Deposition (LDED), electron beam (EB), Cold Spray and new materials for use in additive manufacturing. The program will provide companies with a better understanding of the advantages and business opportunities in terms of cost savings, new product development, design and efficiency of adopting additive manufacturing (AM) technology and processes. It will also demonstrate the ability to produce low volume parts for many applications including the repair of high performance/low cost tools, dies and plastic and composite molds for stamping (conformal cooling), part consolidation and light-weighting parts.
During the previous program, companies have inquired about plastic additive manufacturing. As additive technologies evolve, it has been identified that an opportunity exists for Canada’s Manufacturing sector to employ Additive Manufacturing technologies utilizing engineering grade plastics such as PEEK, PEI, Nylon and fiber reinforced grades. Functional plastic applications in Canada include aircraft cabin interior components, manufacturing jigs & fixtures, robot end effectors and prosthetic devices. Therefore it is proposed this program support engineering grade plastic processes and products for application in Canadian Manufacturing.
