In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This project aims to strengthen the capacity of Mexican authorities to control and monitor illicit substances, to detect and dismantle clandestine laboratories, and to better analyze, manage, and dispose of synthetic drugs and chemical precursors. Through such efforts, this project will help counter the production and flow of illicit substances, with a particular focus on synthetic drugs, to and through Mexico with the ultimate objective of enhancing regional safety and security.

To be implemented by the United Nations Office on Drugs and Crime (UNODC), this project will leverage relevant subject matter expertise to deliver training, equipment, and technical support to enhance Mexico’s capacity to counter the production and trafficking of synthetic drugs and increase relevant information sharing across the wider region.

Project activities will include: (1) Delivery of on-site training on safe handling, disposal, and analysis of synthetic drugs and precursor chemicals; (2) Facilitate and convene discussions with key authorities involved in dismantling synthetic drug laboratories and handling chemical precursors; and (3) Development of a curricula meant for sharing lessons learned and best practices based on current collaborative work and gender responsive mechanisms.

Climate Resilient Livelihoods for Women in Northern Ghana

The project aims at improving the resilience of agricultural livelihoods, particularly for women, by promoting the adoption of gender-responsive climate-smart agriculture practices. The project will operate in five regions of northern Ghana where farming communities are highly vulnerable to droughts and other climate-related challenges. Project activities include: (1) tailored training programs on climate-resilient farming practices and resources to enhance women’s capacity to adapt to climate change and to address specific barriers such as limited access to land, technology, and financial services; (2) access to financial products such as low-interest loans, waived collateral, and flexible repayment terms tailored to 14,500 smallholders farmers for purchasing farming inputs and to 480 agribusiness traders for storage and trade as well as to 20 small and medium size enterprises to enhance value-added processing; and (3) leadership training to strengthen women’s ability to take an active role in community planning and decision-making processes related to agriculture and climate adaptation within their communities.

Community-based conservation of coastal-marine biodiversity in Honduras

This project aims to improve biodiversity and key ecosystem health along Honduras’ Atlantic and Pacific coasts using nature-based solutions. It responds directly to Canada’s commitment to the Kunming-Montreal Global Biodiversity Framework to safeguard and restore biodiversity. The project focuses on people dependent on these ecosystems, particularly women, youth, and Indigenous and Afro-descendant peoples, whose livelihoods remain threatened by climate change, habitat loss, and ecosystem degradation. Project activities include: (1) strengthening protected areas governance and management; (2) restoring ecosystems and recovering threatened species through nature-based solutions; (3) improving agroforestry, agriculture, ecotourism and cattle ranching sustainability through model nature-based solutions; (4) strengthening public sector biodiversity policy framework; and (5) enhancing women’s empowerment and Indigenous people’s rights.
