In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Enhancing skills for inclusive economic recovery and growth in Lebanon

This project aims to enhance the employability and entrepreneurship of women, youth, persons with disabilities and refugees in Lebanon. It seeks to do so by strengthening Lebanon’s technical and vocational education and training (TVET) environment to be more gender-inclusive and market-responsive. The project aims to improve the skills and opportunities of at least 2,160 beneficiaries to support their economic participation. It seeks to improve the capacity of TVET institutions, programs and curricula to be more aligned with labour market and gender-specific needs, while also improving the job readiness of jobseekers and strengthening the capacity of entrepreneurs and micro, small and medium enterprises to establish or grow their businesses.

Breaking biases, bending barriers: Supporting uniformed women’s participation in UN peace operations

With Canada's support, the United Nations Institute for Training and Research (UNITAR) aims to enhance the meaningful participation of uniformed women in United Nations peace operations. UNITAR is working with Troop and Police Contributing Countries (T/PCCs) to ensure barriers to women's meaningful participation are identified and the recommendations implemented. Project activities include: (1) conducting analysis to identify individual T/PCC barriers and opportunities for uniformed women in peacekeeping operations, based on assessment results; (2) supporting institutional reform and developing gender-inclusive policies and practices; (3) conducting training and mentorship programs with a focus on leadership, specializing in mid-level management training for women officers; and (4) conducting awareness-raising activities, within each country, to highlight the importance of gender equality and the benefits of women’s participation in peacekeeping operations.

Strengthening Ukrainian responses to combat and prevent cybercrime and cyber-enabled crimes

The proposed project aims to deliver technical equipment and training to strengthen Ukraine’s capacity to combat cybercrime and enhance its resilience to cyber-based and cyber-enabled threats, while supporting broader objectives to fortify the security and integrity of Canada’s critical infrastructure from abroad. These objectives will be achieved by strengthening criminal justice sector responses in Ukraine to enhance their ability to investigate, prosecute, and deter cybercrime as well as provide targeted support to improve Ukraine’s cybersecurity infrastructure.
