About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Green Growth - Empowering Youth for a Green Future

This project aims to increase the economic participation and resilience of 18,400 disadvantaged youth (10,915 young women and 1,050 youth living with disabilities) in Ethiopia, Rwanda and Somalia. It does so by providing them with the skills and support needed to succeed in the growing green economy. The project aims to improve the teaching capacity of Technical and Vocational Education and Training (TVET) institutions by revising curricula and providing technical and material support, particularly in emerging and green skills. It also supports disadvantaged youth gain marketable skills needed to successfully find and sustain employment through financial support for TVET enrollment, entrepreneurship training, and employability skills training. Honoring rural women's contribution in Ukraine's agri-food systems

This project contributes to poverty reduction in Ukraine by increasing rural women’s income and addressing the deficits in food production caused by Russia’s full-scale invasion, environmental challenges, and persistent gender inequality. The project targets women farmers, members and leadership of selected agricultural cooperatives, agricultural extension services, agricultural marketing boards, and government decision-makers. While the project is focused on supporting women farmers, some support is provided to other vulnerable groups, such as veterans and internally displaced people in the project areas. Project activities include: (1) training and mentoring in landmine safety, climate-smart agriculture and advocacy; (2) introducing improved technology; (3) supporting cooperative development; (4) strengthening market linkages in selected agricultural value chains; and (5) supporting policy dialogue.
