In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

There will be a competition for the next generation of candidates, which will allow the winners to participate in a bootcamp in Ottawa in the fall of 2026.

Next Generation Single-Photon Detectors

The Project goal is to enhance the single-photon detection efficiency of semiconductor single-photon avalanche diodes (SPADs) in the shortwave infrared region by integrating metasurface designs with the high quality InGaAs/InP APD heterostructures grown at NRC. The Project’s metasurface design, based on an array of semiconductor nanostructures, allows for enhancing the absorption efficiency and controlling the spatial absorption profile within a thinner absorption region than conventional SPADs. These features of metasurface SPADs will enable enhanced single-photon detection efficiency of ~80%, while also improving the timing resolution by an order of magnitude to tens of picoseconds. Surface passivation techniques will be developed for the metasurface SPAD device architecture to achieve the proposed device metrics. The portable, metasurface-based SPADs with enhanced efficiency and timing resolution impacts a broad range of applications including quantum lidar and imaging, quantum sensing, quantum networks, and defense.

Accurate quantum vector magnetometers for remote detection

While quantum magnetometers have achieved remarkable sensitivity, accuracy and stability can be key to real-world deployment. The Project exploits the quantum states of nitrogen-vacancy (NV) centers in diamond to target development of a portable vector magnetometer with best-in-class accuracy. Comprising experts in NV physics, quantum control and optimization, and machine learning, along with scientists from startup SBQuantum skilled in magnetometer design, calibration and deployment, the Project team tackles this challenge across multiple fronts, from improved fundamental physical models to optimized control and state-of-the-art machine learning calibrations. Highly accurate vector magnetometry opens the door to stable sensor arrays that can detect and differentiate magnetic and conductive materials, a key capability for security technology. The Project team examines optimal strategies to recently developed deploy accurate vector magnetometers for remote threat detection, laying the groundwork for commercial and defence applications that could significantly impact Canadian society.
