In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Concordia University and the NRC will explore quantum dot multi-wavelength lasers for millimeter wave generation and transmission. This research will involve the: (1) design, fabrication and investigation of one-sided PN junction photomixers (broadband and high-power), which was proposed by Concordia with simpler structure and better performance when compared to a uni-carrier traveling photomixer; (2) design, fabrication and investigation of integrated photomixer antenna’s including a single integrated photomixer and antenna and 8 integrated photomixer and antenna arrays; (3) investigation of the use of QD lasers with mobile fronthaul transmissions, millimeter-wave generation and coherent detection of mobile signals for cloud radio access networks.

There is a growing need in the pulse industry to expand the functional characteristics of pulse ingredients and a bigger need for dry or wet fractionating processors to understand what natural processes can be applied to enhance the functional attributes of dry or wet fractionated pulse ingredients. This project serves to establish a base for fractionating pulses into proteins and starches and then utilize natural modifications to transform the functional properties of these ingredients beyond their unmodified capacities. This will be done by first establishing a baseline for dry and wet fractionating of pulses and then applying hydrothermal or enzymatic treatments to the fractionation process to enhance their functional attributes or attempt to resolve some of the issues for where they are limiting. This project also serves to shed light on the effects of processing on the nutritional qualities of the manufactured proteins such as anti-nutritive factors.
