In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Family Information Liaison Unit

The Newfoundland and Labrador Family Information Liaison Unit (FILU) will continue to respond to information requests and support the needs of families of missing and murdered Indigenous women and girls by providing assistance in a culturally safe, trauma informed manner. The FILU will coordinate counselling and culturally responsive services for families, offered through community-based organizations. The FILU staff will travel to meet families in both the Inuit communities as well as a focus on the island portion of the province to increase requests from a variety of cultures and families.

Manitoba's Family Information Liaison Unit (FILU)

The Manitoba Family Information Liaison Unit will continue to provide information and support to families of Missing and Murdered Indigenous Women and Girls. Counselling and traditional healing opportunities will be made available to families to support them in their healing journey. Community Family Liaison Contacts (FLC), located in the Indigenous communities of Ka Ni Kanichihk in Winnipeg and Manitoba Keewatinowki Okimakanak (MKO) in Thompson, will address a service gap by assisting and supporting families and by bridging information sharing between families and the FLCs employed through Victim Services in Winnipeg.

The FILU will facilitate meetings for families with the information providers such as RCMP, Coroner, Department of Health and the Department of Family Services. The FILU will work in collaboration with their partners to inform grieving families about accessing community-based culturally relevant supports which includes community and/or family healing sessions.
