In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Mapping Security Governance in Yemen

This project works to undertake research to map formal and informal security structures in Yemen, in the governorates of al-Hudayda, Ta’iz and one Southern governorate (either Aden or al-Dhali’). The research aims to formulate recommendations on transitional security governance in support of the efforts of the Office of the UN Special Envoy to the Secretary General on Yemen (OSESGY). Project activities include: (1) conducting key informant interviews; (2) undertaking observation; and (3) developing briefing papers focused on formal and informal security institutions at the local level.

Advancing Women Peace and Security Implementation in South Sudan

This project aims to support grassroots South Sudanese women’s organizations to support peacebuilding and reconciliation in their communities, through capacity building and providing small grants for their operations. South Sudan is at a critical moment, transitioning from conflict to post-conflict, with a fragile peace process in place. Women have played an essential role in the path to peace. This project works to further support enhancing gender mainstreaming and the integration of women and girls’ rights and experiences in South Sudan’s transitional institutions at the highest levels, through a Gender Advisor to the Special Envoy for the Inter-Governmental Authority of Development (IGAD).
Project activities include: (1) providing capacity building to women politicians and women’s organizations to meaningfully engage in the Revitalised Agreement of Conflict in South Sudan (R-ARCSS); and (2) ensuring gender-sensitivity of members to the R-ARCSS pre-transitional and transitional institutions, including in areas of protection, leadership and participation.

Iraqi Signals School Refurbishment

This project involves a series of upgrades to the Iraqi Army School of Military Communications (IASMC) located in the Taji Military Complex (TMC) north of Baghdad, Iraq in order to enhance their battlefield communication capabilities and in turn increase the overall operational effectiveness of the Iraqi Army. The project will provide an array of upgrades to existing power generation capabilities, provide new electronic tools, computer systems, and buildings to further expand the school’s capabilities to teach and train battlefield communications skills across the Iraqi Army.
The implementation of this project will increase the number and quality of communications operators the IASMC can train in a calendar year. This increase in capability will allow Iraq’s military commanders to exercise greater command and control on the battlefield, support a greater capacity for joint military operations, and increase the Iraqi Security Forces (ISF)’s effectiveness at neutralizing terrorist networks.
