In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Specifically, organizational capacity will be enhanced through the development and implementation of new financial systems, including the provision of training support to WAVAW’s finance team; the development and implementation of new human resource systems and materials; and, the development of a new strategic plan and corresponding fundraising strategy, including the marketing and communications required to facilitate the organization’s rebranding.

Enhancing women's access to justice through philanthropic and social enterprise development

The main objective of this 36-month project is to diversify RISE’s funding and create a sustainable fund development plan. This will be achieved by hiring an experienced fund development expert in order to develop and implement an annual fundraising plan; cultivate donors and spearhead a fundraising plan and campaigns; build organizational capacity to write grants; and, develop a social enterprise. These activities will help to provide a stable revenue stream for RISE to extend its services and focus on improving legal services to women throughout British Columbia.

The additional funding will be used to address additional capacity building activities, and improving capacity to service increased traffic to virtual services with the rise of family violence since the onset of COVID-19

Organizational capacity will be enhanced through the following activities:
develop and implement new financial systems, provide training support to Salal’s finance team; develop and implement new human resources systems and materials; support the development of a new strategic plan and corresponding fundraising strategy and the marketing and communications required to facilitate the organization’s rebranding.
Supplemental funds will be used to create and launch a fundraising strategy, develop a human resources employee development strategy and performance management, and conduct infrastructure and succession planning.
