About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Sustainable and transformative action to realize sexual and reproductive health and rights

This project aims to improve access to sexual and reproductive health (SRH) services for women and girls in the Philippines. Project activities include: (1) improving the availability and use of comprehensive SRH services in non-profit, community-based clinics; (2) training community health volunteers and teachers to deliver SRH and comprehensive sexual education information in communities and schools; and (3) strengthening women’s rights and community-based organizations and networks to advocate for policies related to SRH financing and comprehensive sexual education at the national and local levels. This project benefits approximately 100,000 individuals, particularly women, girls, and lesbian, gay, bisexual, transgender, queer, and intersex plus individuals living in disaster-prone and urban-poor communities.

Project activities include: (1) enhancing monitoring in areas under Russian occupation; (2) improving conflict-related sexual violence case documentation and support to accountability mechanisms; (3) preventing civilian harm through detailed reporting on the conduct of hostilities; (4) improving the protection of prisoners of war and civilian detainees; and (5) providing early warning on violations in occupied territories.

Crisis in Africa - Protection Response in Africa – Oxfam CDA and QC 2024 to 2026

December 2024 – In situations of humanitarian crisis, women and girls often bear the brunt of the impact. This is frequently due to societal norms that deprioritize their needs or to the breakdown of local protection mechanisms increasing their vulnerability to sexual and gender-based violence. This is particularly true in situations of conflict or insecurity such as those in Burkina Faso, Chad, Ethiopia, Somalia, and South Sudan.
With GAC’s support, Oxfam Canada and Quebec help provide a multi-sectoral humanitarian response to address sexual and gender-based violence within crisis-affected communities in Burkina Faso, Chad, Ethiopia, Somalia, and South Sudan. With GAC’s support, Oxfam Canada helps provide a multi-sectoral humanitarian response to drought-related needs in Malawi, Mozambique, Zambia, and Zimbabwe. Project activities include: (1) restoring water points and sanitation facilities in drought-affected communities; (2) providing unconditional cash grants or food vouchers to food insecure households; and (3) strengthening local protection services to mitigate the increased risk of sexual and gender-based violence (SGBV) for vulnerable women and girls.

December 2024 - As a result of the ongoing conflict between the Sudanese Armed Forces and Rapid Support Forces, Sudan faces a complex and unprecedented humanitarian crisis. Its characteristics comprise massive protection violations, the displacement of over 11 million people and dire levels of acute food insecurity and malnutrition in many parts of the country. More than 680,000 Sudanese refugees require assistance in eastern Chad. Also, more than 180,000 Sudanese refugees and 630,000 South Sudanese returnees require assistance in South Sudan.
With GAC’s support, Plan International Canada helps provide life-saving multi-purpose cash assistance (MPCA), child protection support and water, sanitation and hygiene (WASH) services to vulnerable refugees, internally displaced persons (IDPs) and host communities in Ouaddaï in Chad, Upper Nile in South Sudan and North Darfur in Sudan. In 2024, an estimated 23.7 million people require humanitarian assistance due to the impacts of many years of conflict, chronic food insecurity, displacement, broad economic crisis, and climatic events.
With GAC’s support, War Child Canada provides humanitarian assistance to vulnerable communities in Afghanistan. Project activities include: (1) providing health care services to women and children; (2) providing psychosocial support to women and children and other community members; (3) providing protection services; and (4) distributing essential relief items.
