About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

To help increase confidence in the electoral processes, UNAMI will deploy a contingent of UN experts with as broad a geographic coverage as possible, to - inter alia - provide a strengthened, robust and visible UN team, in advance of Iraq’s forthcoming election, to monitor Iraq’s election day and to assist with the election, in a manner that respects Iraqi sovereignty, and report to the Secretary General on the election process. The project will also launch a strategic messaging campaign to educate, inform, and update Iraqi voters on election preparations, and UN activities in support of elections in advance of and on election day.

Building a Culture of Peaceful Pluralism in Myanmar and Sri Lanka, Phase II

Building on Phase I of this project, which works to establish a cross-border cohort of journalists and activists to respond and report on peaceful pluralism issues, Phase II aims to solidify gains achieved, and further expand participant skills, collaboration, and networking in both countries. Project activities include: (1) furthering the skills of women that were trained on peaceful pluralism issues in Phase I, now as mentors; (2) providing training to a core cadre of women journalists and activists on digital safety and security to respond to contextual and gender challenges; (3) organizing cross-culture media exchanges and supporting technical story productions; (4) building the capacity of youth in peaceful pluralism, media, and civil society; and (5) expanding national and regional networks by providing an open space to discuss religious and ethnic diversity issues between media, women journalists, activists and other stakeholders.

This project, managed by International Organization for Migration (IOM), improves information collection and analysis of the use of fraudulent documents (e.g. passports and visas) and false identities and thereby helps to disrupt and minimize migrant smuggling in South East Asia. The previous phases of the project established a regional Document Examination Centre; created a regional network for best practices of the project; deployed the “Verifier Travel Document and Bearer” machine; and provided regular trends analysis to key stakeholders. This project will strengthen capacity for trends analysis; reinforce the sustainability of the Verifier TD&B system; improve interoperability with other critical databases and institutionalize networks within national and regional systems.

Project activities of the Office of the High Commissioner for Human Rights include: (1) preventing human rights violations; (2) ensuring respect for all human rights; (3) promoting international cooperation to protect human rights; (4) coordinating related activities throughout the United Nations; and (5) strengthening and rationalizing the United Nations system in the field of human rights. It will also support the advancement and ongoing operationalization of the Office of the High Commissioner for Human Rights Office Management Plan.
