About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Empowering Adolescent Girls to Learn and Earn (EAGLE) in Mozambique

This project aims to expand the basic literacy, numeracy and skills development of 3,000 vulnerable, out-of-school adolescent girls, including adolescent mothers and those with disabilities or HIV/AIDS, in six districts of the Manica and Sofala provinces of Mozambique. Project activities include: (1) providing adolescent girls access to accelerated literacy and numeracy classes that are age, gender and disability appropriate, to attain basic reading and writing skills; (2) supporting the development of business and life skills for income-generating opportunities and gain community and political support for their education and economic empowerment; (3) expanding the economic empowerment of these adolescent girls and improving their capacity to protect themselves from sexual and gender-based violence. The project addresses critical barriers to their education by providing them with informal education to gain business, financial, life, literacy and numeracy skills, while supporting their increased self-esteem,

Building Peace with Colombian Indigenous Communities

The project aims to promote the protection, safety, empowerment and dignity of vulnerable Indigenous communities, especially women, in 9 municipalities of the Departments of Nariño and Antioquia in Colombia. These municipalities have been the most affected by the armed conflict, and present high rates of poverty, presence of illicit economies and institutional weakness. The project supports the priorities outlined in the sections of the Colombian Peace Agreement that grant official status to Indigenous and Afro-Colombian communities.
Project activities include: (1) providing training and working group sessions to improve Indigenous community protection mechanisms, which include the active participation of Indigenous women; (2) providing training and working group sessions to increase knowledge on sexual and gender-based violence (SGBV) within communities, and work to prevent and respond to SGBV; (3) organizing activities to strengthen the knowledge of state institutions, particularly the Ombudsman Office, on Indigenous rights, with a focus on the rights of Indigenous women, including survivors of the conflict, and disabled people; (4) supporting local and national advocacy for gender-responsive protection mechanisms, in line with the Colombian government’s commitments in the Ethnic Chapter; and (5) strengthening the capacity of Indigenous women to participate in decision-making spaces.
