In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Tr'ondëk Hwëch'in Heritage Complex

Description:

Tr'ondëk Hwëch'in (TH) is building the Trʼondëk Hwëchʼin Heritage Complex at Lots 7-10 Block D Ladue Estate, Dawson City, Yukon. The TH Heritage Complex will be a house of living culture for the citizens of Dawson City and will provide important cultural supports to the remote community. The First Nation plans to use this building to revitalize traditional practices and Indigenize legislation around justice, education, health and child welfare. This space will also be used to display cultural artifacts. This building will provide a space for the community to develop TH cultural approaches to curriculum and content, with a focus on non-bias workshops for non-Indigenous community members, like education, health care and public service providers, revitalize the endangered Hän language, house the Kanacha residential school survivors' collection, profile and share artwork, stories, and creations with the public and provide in town facilities for hide tanning, animal skinning, natural materials preparation and other culture camp activities for those unable to get out on the land.

O’Chiese First Nation (OCFN) – Baptiste River Bridge Replacement

Description:

This project involves the replacement of the Baptiste River Bridge and the realignment and rehabilitation the 500m stretch of roadway on reserve leading up to the bridge. A hydrology analysis conducted in 2023 determined that the current bridge over the Baptiste River is at risk of being overtopped during a 1 in a 100-year event. The freeboard (the low chord of the bridge and the predicted 1 in 100-year water surface elevation of the river at the bridge crossing) is less than the one metre recommended by Alberta Transportation posing huge risk to the Nation in a flooding event. The low freeboard also increases the chances of debris getting caught on the bridge, further damaging the bridge, and potentially leading to overtopping of the bridge if flow is impeded. With only two primary access points into the community it is imperative that the bridge and road be adequately updated to support emergency access to the Nation.
