In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The objectives of this grant are to: 1) support the implementation of the Rights and Reconciliation Agreement concerning Forillon National Park; 2) establish a governance framework that gives greater importance to Indigenous stewardship, particularly for the protection of natural and cultural heritage, the practice of traditional activities and harvesting, the protection of Mi'gmaq culture and opportunities for economic development; 3) strengthen the relation that Gespeg members maintain with Forillon National Park, through the exemption of entry fees and the practice of traditional and harvesting activities; and 4) protect Mi’gmaq culture and heritage.

Increasing access to peacekeeping training through E-Learning

The target audiences for this training include individual peacekeepers, those taking pre-deployment training at their national peacekeeping training centres, and those in a peace operations mission. Project activities include: (1) maintaining and updating courses in the course catalogue; (2) improving access to the mobile applications; (3) creating new courses relevant to critical training gaps; (4) maintaining and increasing translations of courses in Arabic, French, and Spanish; (5) expanding into new partnerships with training centres; and (6) increasing the number of interactive modules and accessibility of course materials in different mediums.

Peacebuilding in Sri Lanka through landmine clearance and the development of MAG’s workforce

The objectives of this project are to improve secure access to land and increase sustainable livelihood opportunities among MAG’s staff to transition from demining to alternative employment opportunities. This project would result in 64,960m2 of land being cleared from confirmed hazardous areas, as well as a range of MAG-pioneered staff transition activities. It would directly contribute to Sri Lanka’s transition to being landmine-free by 2027. Project activities include: (1) deploy two Mine Action Teams (MAT), 1 Mechanical Support Team (MST), 1 Casualty Evacuation Team (CET), and 1 Community Liaison Team (CLT) to support landmine clearance activities; (2) conduct pre and post clearance impact assessments and quality assurance visits to operational areas; (3) conduct tailor-made capacity-building, leadership and other life skills training to at-risk female deminers and other operations staff to successfully handle the transition process; and, (4) train, orient and refer field staff and organisations to diversify their sources of income, while establishing public-private partnerships.
