About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Data-Driven Advocacy for Girls’ Education in Emergencies in Africa

The project aims to partner with women's rights organizations in crisis- and conflict-affected and fragile situations of sub-Saharan Africa to build their capacity to effectively produce and use quality data and evidence to advocate for women and girls’ right to education and to make their voices heard in decision-making processes. Project activities include: (1) adapting Equal Measures 2030’s Data for Advocacy training curriculum to focus on barriers to girls’ and women’s education in crisis- and conflict-affected or fragile situations; (2) delivering this curriculum in a workshop to 50 women’s rights organizations from crisis- and conflict-affected or fragile sub-Saharan African countries; (3) conducting deeper analysis of the data, evidence and research on barriers to girls’ and women’s education by women’s rights organizations in two crisis- and conflict-affected or fragile countries; (4) completing a research and opinion leader survey on barriers to girls’ and women’s education in crisis- and conflict-affected or fragile situations; and (5) influencing key targets to collect and use quality data on barriers to girls’ and women’s education in crisis- and conflict-affected or fragile situations.

Healthy Bodies Healthy Minds - South Sudan

This project works to increase equal opportunities for school-age girls and young women, including those with disabilities, to attend school in Gogrial West, South Sudan. Project activities include: (1) providing menstrual hygiene management support; (2) constructing safe water, sanitation and hygiene facilities in schools; and (3) conducting training and education sessions with parents, school personnel, students, and school management committees on hygiene, menstrual hygiene management, and sexual and gender based violence (SGBV).
The project aims to support approximately 9,000 school-aged girls and young women in selected primary and secondary schools. Boys are included in specific aspects of the project – such as education, school clubs, hygiene product distribution – to encourage their full participation and reduce instances of SGBV in schools.
This project works to directly contribute to Canada’s G7 Charlevoix Declaration on Quality Education for Girls, Adolescent Girls and Women in Developing Countries.
