In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This project aims to support national institutions and processes in organizing free, fair, and peaceful elections in South Sudan. Project activities include: (1) establishing legal frameworks such as the National Elections Act and constitution to promote a peaceful and credible election process; (2) providing technical support and capacity development of national institutions to foster accountability of financial, administrative and procurement processes for transparent election management; (3) developing and implementing an election security plan, including police training and scaling up conflict mitigation and peacebuilding at the community level to mitigate electoral- related violence; (4) conducting training, developing guidelines and providing technical support to journalists to enhance the accuracy and neutrality of media reporting during elections, including on human rights and gender-sensitive reporting; and (5) supporting the design and delivery of specific civic and voter education for marginalized groups to foster inclusive participation of women, youth and other under-represented populations.

This project supports the Organization of American States Mission to Support the Peace Process in Colombia (MAPP) in carrying out its mandate to observe, report on, and support peacebuilding in Colombia. Project activities include: (1) monitoring, reporting on and providing recommendations to authorities on the conflict dynamics in the territories where the MAPP operates. it also looks at the impact of conflict on local communities, including ethnic communities, women and girls; (2) accompanying state and civil society-led peacebuilding activities related to truth and reparations, victim participation (including through a different lens that includes women), land restitution, accountability and judicial matters and detainees; (3) facilitating coordination between peacebuilding stakeholders, including rural, conflict-affected communities and the state, and (4) supporting efforts to advance the Colombian administration's Total Peace Policy.
