In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Inclusive Climate Action Fund - Technical Assistance

This project aims to advance low-carbon, climate-resilient, and gender-responsive economic development in Latin America and the Caribbean (LAC). It focuses on providing tailored financing and technical assistance to climate finance companies and projects in sectors such as clean energy, green finance, sustainable agriculture, housing, forestry, transportation and the circular economy. This initiative is part of the Inclusive Climate Action Fund (ICAF), which operates as a Canadian investment vehicle that provides capital to small and medium-sized companies and financial institutions in developing countries in LAC to support climate mitigation and adaptation. The technical assistance facility of ICAF promotes a gender-responsive, nature-positive, and intersectional approach to catalyze inclusive investment, enhance climate mitigation and adaptation opportunities, and amplify biodiversity co-benefits. This is done through policies, practices, and community engagement initiatives that support equitable conservation of local ecosystems.
Project activities include: (1) providing investment readiness support to improve the viability of low-carbon, climate-resilient solutions and attract private investment; (2) supporting companies to design gender-responsive products and services, strengthen gender-smart business practices, and enhance social and environmental impacts; and (3) developing systems for impact measurement and evaluation to track social, environmental, and gender outcomes from baseline to investment exit.
