Grants and Contributions

About this information

In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Agreement:

Approaches to Mitigate Atmospheric Fluctuations – Signal Processing

Agreement Number:

947363

Duration: from Mar 19, 2020 to Mar 31, 2021
Description:

Mitigation of atmospheric fluctuations is an absolute necessity for the full benefits of high bandwidth (> 1 Tbs) satellite-based optical communications to be realized. For satellite-based optical communications, the same solution is not sufficient to mitigate the impact of atmospheric fluctuations in the strong scintillation regime, particularly for high bandwidth applications. In particular, and in contrast to astronomy, a high degree of phase recovery is required in order to fully benefit from a large collection area while also enabling optical focusing to a diffraction-limited spot as required for high bandwidth coherent optical processing. In this project, the team will investigate new signal processing approaches towards the development of optical detection systems for jointly estimating the focal plane intensity distribution as well as accomplishing combining or partial phase correction to support the advancement of satellite-based optical commuications.

Cosmological Distance with Machine Learning

Agreement Number:

945940

Duration: from Mar 19, 2020 to Mar 31, 2021
Description:

The work in the context of this project will focus on the cosmological aspects of the overall project. In particular, different classical estimators of galaxy distances in astronomy will be reviewed and provide a detailed account of their error budget, that will be an essential input to the supervised or semi-supervised machine learning algorithms. Expertise on spherical geometry methods and Cosmic Microwave Background full sky analyses will be leveraged for this project.
