March 2020 – The humanitarian situation in Myanmar is characterized by a complex combination of vulnerability to armed conflict, inter-communal tension, protracted displacement, and food insecurity. It is estimated that 985,000 crisis-affected people are in need of humanitarian assistance this year, including more than 273,000 displaced people (of which 69% are women and children) who remain in camps or camp-like settings across the country.

This project represents Canada’s funding to the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) for the Myanmar Humanitarian Fund (MHF). The MHF provides timely allocations to national and international non-governmental organizations (NGOs), as well as United Nations agencies, to address some of the most critical humanitarian needs in Myanmar. The MHF’s main objectives include: (1) addressing acute unmet emergency needs; (2) filling the highest priority gaps in protracted crisis situations; (3) preventing a worsening of the situation and increased vulnerability; and (4) responding to new emergencies or sudden-onset disasters.

P008908001: The International Committee of the Red Cross’ (ICRC) primary mission is to help protect the lives and dignity of people affected by conflict and other situations of violence. The ICRC provides assistance and prevents further suffering by promoting and strengthening international humanitarian law and universal humanitarian principles.

With the support of GAC and other donors, the ICRC’s humanitarian operations aim to provide protection, emergency relief, and other essential services to people affected by armed conflict and other situations of violence, as well as to promote respect for international humanitarian law. Project activities include: (1) providing medical care, access to water and sanitation facilities, food assistance and livelihoods support; (2) providing Red Cross/Red Crescent National Societies with technical expertise to strengthen their capacity in areas such as promoting international humanitarian law, restoring family links, and delivering relief in situations of armed conflict and violence; and (3) ensuring that international humanitarian law is respected in the treatment of civilians not taking part in hostilities, as well as for detainees.

The UNHCR searches for lasting solutions to their situations. The UNHCR also leads on the implementation of the 2018 Global Compact on Refugees, convening stakeholders and facilitating more comprehensive responses to refugee situations.

With the support of GAC and other donors, the UNHCR provides assistance and protection to refugees, internally displaced persons and other persons of concern in 24 countries. Project activities include: (1) providing shelter, clothing and other essential non-food items; (2) providing adequate water, sanitation, and health services, including in reproductive health; (3) providing opportunities for education and livelihoods support; (4) providing protection, including against sexual and gender-based violence, and for children; (5) working with governments to register asylum seekers and refugees, and helping issue identity documents; (6) working with governments to support refugee self-reliance, and forge peaceful relations between refugees and host communities; and (7) expanding opportunities for durable solutions for people of concern.

The Asia and Pacific region is home to nearly 9 million people of concern to the UNHCR, and the Americas includes close to 18 million people of concern. The UNHCR provides international protection and assistance to the world’s refugees, stateless persons, asylum seekers, and in some instances, internally displaced persons.

With the support of GAC and other donors, the UNHCR is helping provide assistance and protection to refugees, internally displaced persons and other persons of concern in Africa, the Americas and Asia in ODA-eligible countries. Project activities include: (1) providing shelter, clothing and other essential non-food items; (2) providing adequate water, sanitation, and health services, including in reproductive health; (3) providing opportunities for education and livelihoods support; (4) providing protection, including against sexual and gender-based violence, and for children; (5) working with governments to register asylum seekers and refugees, and helping issue identity documents; (6) working with governments to support refugee self-reliance, and forge peaceful relations between refugees and host communities; and (7) expanding opportunities for durable solutions for persons of concern.

P008963001: Yemen is currently the world’s largest humanitarian crisis, with 24 million people in need of humanitarian assistance. The conflict and collapsing economy has pushed nearly 10 million people to the brink of famine, and over 3.6 million people have been displaced since the beginning of the crisis in 2015. Basic service provision is collapsing, including critical water, sanitation, hygiene and health services, increasing the risk of disease outbreaks such as cholera, dengue fever and diphtheria. Women and girls are disproportionately affected by the lack of access to essential services and face an increased risk of sexual and gender-based violence due to the crisis. With GAC’s multi-year support, CARE is increasing access to water, sanitation, hygiene and sexual and reproductive health services for up to 43,877 returnees, internally displaced people and host community members in the Taiz and Ibb governorates. CARE is also helping the most vulnerable populations, including women and child-headed households, address their basic needs through multi-purpose cash assistance. Project activities include: (1) gender-sensitive cash for work activities and unconditional cash grants, (2) rehabilitated water sources and health facilities, (3) distribution of gender-sensitive hygiene kits, (4) construction of latrines, and (5) awareness sessions and training of sexual and reproductive health services providers.

Basic service provision is collapsing, including critical water, sanitation, hygiene and health services, increasing the risk of disease outbreaks such as cholera, dengue fever and diphtheria. Women and girls are disproportionately affected by the lack of access to essential services and face an increased risk of sexual and gender-based violence due to the crisis.

With GAC’s multi-year support, CARE Canada is providing emergency water, sanitation, hygiene, and reproductive health services, and livelihoods support to up to 43,877 of the most vulnerable conflict-affected people, particularly women, in the Taiz and Ibb governorates of Yemen. Project activities include: (1) providing cash assistance to enable beneficiaries to meet their basic needs; (2) rehabilitating or establishing water sources and latrines in rural communities; (3) providing hygiene and dignity kits; and (4) providing training to community health workers, and providing medical supplies to promote sexual and reproductive health services.

With GAC’s multi-year support, the Adventist Development and Relief Agency (ADRA) Canada is providing emergency health and nutrition support to up to 135,000 of the most vulnerable conflict-affected people, particularly women, in the Marib and Sana’a governorates of Yemen. Project activities include: (1) providing health facilities with essential medication and medical supplies; (2) providing health services, including emergency obstetric and newborn care, family planning, and vaccination for children; (3) ensuring access to medical services and psychosocial support for survivors of sexual and gender-based violence; and (4) screening and providing treatment for acute malnutrition, particularly among children and pregnant and lactating women.

Women’s active participation in conflict prevention, resolution and peacebuilding presents unique and pivotal opportunities to create transformative solutions and, ultimately, more inclusive, gender equal and peaceful societies. This project aims to sustain and strengthen the impact of women peacebuilders and the work of their organizations in Afghanistan, Cameroon, Iraq, Libya, Sri Lanka, Syria and Yemen. The project works to directly support grassroots women’s organizations, through financial support alongside close mentorship and training to strengthen results in their communities. Project activities include: (1) providing grants to local women-led civil society organizations (CSOs) and capacity building to improve the implementation of their projects in fragile and conflict settings; and (2) supporting the development and dissemination of innovative tools and training, increasing the overall capacity of women-led CSOs to contribute toward mediation, peacebuilding, and support to ongoing peace processes.

The proposed initiative will support several IFRC Appeals which aim to provide urgent and life-saving assistance to vulnerable people in the Democratic Republic of Congo, Bangladesh and South America. Project activities include: (1) supporting the provision of basic services to Venezuelans in countries affected by the crisis including first aid services, psychosocial support and the distribution of information materials to crisis-affected and in-transit people; (2) increasing access to protection, health care and material relief assistance to refugees and host communities in Cox’s Bazar, Bangladesh; and (3) establishing and maintaining infection prevention and control measures in health facilities in the Democratic Republic of the Congo.

In 2020, 15.6 million people are in need of humanitarian assistance in the DRC, a 22% increase from 2019, and 2020 expects additional population movement, creating significant needs in protection, livelihoods, and food security. Currently, the DRC is home to the second largest food crisis, with almost 16 million people severely food insecure. In addition, it is home to the largest internally-displaced persons (IDPs) population in Africa with 5.01 million displaced people. These needs are exacerbated by the ongoing Ebola outbreak, increased violence, and the forced return of hundreds of thousands Congolese refugees.

With GAC’s support, Save the Children is providing assistance to address the urgent needs of up to 189,290 conflict-affected people in the Djugu and Irumu territory of DRC. This project focuses on preventing and treating malnutrition, and providing protection services to at-risk children.

Project activities include: (1) providing treatment to children under the age of five who are suffering from severe, acute malnutrition and diseases that exacerbate malnutrition; (2) providing case management, response services and referrals to survivors of sexual and gender-based violence, unaccompanied and separated children, children associated with armed groups, and other at-risk girls and boys; and (3) providing training to community health workers in sexual and gender based violence response services.

This project supports the UN Verification and Inspection Mechanism for Yemen (UNVIM) facilitate the clearance of vessels carrying essential goods, including humanitarian cargo, destined for Red Sea ports outside of the Government of Yemen control. UNVIM works to review requests from commercial vessels, inspects vessels approaching these ports in Djibouti port or conducts inspections in international waters. Project activities include: (1) ensuring that all shipping companies apply for UNVIM clearance, which conducts verifications, inspections and desk reviews; and (2) ensuring that once a vessel has completed discharge operations in the ports of Hodeidah, Saleef and Ras Isa, the vessel is inspected again, and its hull is scanned before departing the port
