In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Description:

Advances in space-based instruments for planetary observation involve significant costs. Fortunately, suborbital balloon flights enable the development and testing of instrumentation in space-like conditions at a fraction of the cost of full-fledged orbiting space instruments.

Building on previous work, this project aims to demonstrate and evaluate the performance of adaptive optics systems in space-like conditions. Test will done on a high-resolution deformable mirror within a closed-loop adaptive optics system and a camera with passive thermal control in the stratosphere. Furthermore, data on atmospheric turbulence will be gathered in full night and at sunrise at a height of 36 to 40 km.

HiCIBaS-II is a great opportunity to maintain Canadian world-leadership in this area, while advancing knowledge and training the next generation of highly qualified personnel that the industry requires.

This project seeks to support ALNAP’s overall core work plan for 2019-2021 and contribute to the promotion of lessons learned and the dissemination of best practices across the humanitarian sector. This project also aims to support ALNAP’s systematic effort to monitor and hold the international humanitarian system accountable for fulfilling its mandate of saving lives, alleviating suffering, and maintaining human dignity.

ALNAP is a global humanitarian network organization that has been the leading voice for the more rigorous application of learning and evaluation processes across the humanitarian sector. Its aim is to provide the humanitarian sector with a forum to address issues of learning and accountability; produce research on shared challenges facing the sector; and improve the performance of the international humanitarian system through evidence and research-based practices.

Project activities include: (1) improving the quality and accessibility of humanitarian evidence; (2) monitoring the performance of the international humanitarian system, including through the publication of the State of the Humanitarian System Report; (3) addressing key evidential and thematic gaps in humanitarian performance; and (4) supporting system-wide learning by convening workshops, meetings, online events, and digital communication platforms.

Venezuela Crisis - Emergency Assistance for the Americas - IOM 2020

March 2020 - Severe food shortages and record hyperinflation have put buying food and medicine out of reach for many Venezuelans and has heavily impacted their ability to meet basic needs. Over 4 million people have fled Venezuela and are now seeking protection in neighbouring countries such as Colombia, Ecuador and Peru. As the situation continues to deteriorate in Venezuela, vulnerable and crisis-affected populations are in need of critical assistance including basic health support, food security and nutrition, protection, and water and sanitation assistance.

With GAC’s support, the International Organization for Migration (IOM) is working in several eligible countries in the Americas to help support the response to the Venezuela refugee and migrant situation in the region.

Project activities include: (1) providing emergency shelter kits, non-food items and multi-purpose cash; (2) coordinating camp management for internally-displaced persons (IDPs) in United Nations bases; (3) deploying mobile teams to remote locations where affected populations lack water, sanitation and hygiene services; (4) providing emergency water, sanitation and hygiene; (5) supporting humanitarian organizations by establishing lightweight camps in deep field locations, heavy base camps and national NGO support centres, and by providing cargo transport services; (6) data collection that includes mapping of vulnerable populations at points of entry, and at the district and community levels for enhanced targeting and delivery of assistance; and (7) protection and gender mainstreaming across humanitarian response activities for extremely vulnerable individuals, including unaccompanied migrant children, and single women and adolescent girls.
