About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Building a Culture of Peaceful Pluralism in Myanmar and Sri Lanka, Phase II

This project aims to tackle rising hate speech and disinformation that is fueling ethnic and religious extremism, violence, and conflict in Myanmar and Sri Lanka. Building on Phase I of this project, which works to establish a cross-border cohort of journalists and activists to respond and report on peaceful pluralism issues, Phase II aims to solidify gains achieved, and further expand participant skills, collaboration, and networking in both countries. Project activities include: (1) furthering the skills of women that were trained on peaceful pluralism issues in Phase I, now as mentors; (2) providing training to a core cadre of women journalists and activists on digital safety and security to respond to contextual and gender challenges; (3) organizing cross-culture media exchanges and supporting technical story productions; (4) building the capacity of youth in peaceful pluralism, media, and civil society; and (5) expanding national and regional networks by providing an open space to discuss religious and ethnic diversity issues between media, women journalists, activists and other stakeholders.

Building cyber capacity in ASEAN through simulation exercises

This project will increase cyber resilience in the ASEAN countries through increasing understanding of the measures needed to fighting cybercrime as well as through building informal network between ASEAN stakeholders. The project will bring stakeholders from several ASEAN countries together to participate in bilateral simulations exercises held in the region. The project will culminate in a regional simulation, based on a bespoke toolkit, which will test the ability of several ASEAN countries to coordinate a regional response to a large-scale cyber incident and to cooperate amongst each other.

Key stakeholders participating in this project include political party leaders, government officials, election management officials, the security sector, judicial sector, and religious and civil society leaders, including women.

Measuring Gender Impacts on Operational Effectiveness of UN Peace Operations

This project aims to improve the effectiveness of United Nations (UN) operations to protect civilians, particularly women and girls, in fragile and conflict-affected states, by providing decision makers with evidence based knowledge on gender and peacekeeping. The project works to collect, analyse, and distill the contributions made by uniformed women in peacekeeping operations that have influenced peacekeeping mandate outcomes. The UN and Troop and Police Contributing Countries (TPCCs) aim to use this information to make improved gender equality informed decisions, with respect to increasing the number of women in peace operations, and creating a receptive environment for women in uniform. Project activities include: (1) conducting extensive and in-depth academic research to gather and analyse information on operational effectiveness; (2) organizing field visits and interviews with key stakeholders; and (3) providing advocacy and sensitisation activities.
